MEMORANDUM TO: Mayor and City Council FROM: Terry Maurer, City Engineer ~ DATE: November 22, 2004 SUBJECT: Workshop Transportation Discussion In anticipation of the City Council workshop discussion regarding transportation issues, I have prepared the following list of a few general items that the City Council may want to discuss or have an update provided. These items are as follows: 1. Ci(y Comprehensive Transportation Plan Implementation Please bring your copy of the Transportation Study. Chapter 6.0. (Tab 8) provides General Recommendations relative to implementation. Chapter 4.0 (Tab 6) provides written and graphical roadway improvement actions. Finally, an Executive Summary is found behind Tab 2. Items the City Council may want to discuss are suggested below: A. Philosophy of Implementation - many identified corridor studies and improvements are on roadways under County jurisdiction. Does the City Council want to take the lead on these issues or try to encourage the County to move these items forward? The same question would apply to city controlled issues such as extending 193,d Avenue to Tyler Street. Does the City Council want to proactively make this connection or wait for development to occur? B. Corridor Studies/Improvements . 193'" Avenue from Hillside area to Tyler Street . School Street/Elk Hills Drive to CSAH 13 . County Road 33 to Anoka County line (County Road 22) . County Road 33 and County Road 77 west ofTH 169 . Existing CSAH 13 through developing area . County Road 44 reconstruction C. Other Items - In northern '/, of the city, identify collector roadways needed and work with County staff to identify access points for future development. 2. TH 169 MN /DOT Environmental and Geometric Study The City Council, sometime ago, asked MN/DOT to take the TH169 interregional corridor study to the next step. MN/DOT has taken the city's request and expanded it to the point where they are ready to embark on the study from the intersection ofTH169/TH10/TH101 north to Princeton. I have recently spoken with Craig Robinson, MN/DOT's Project Manager for the TH169 interregional corridor. He indicated to me that he was planning to get all parties together in December to briefly discuss the parameters of the environmental and geometric study on the highway prior to beginning the consultant selection process. Also, the Mayor and I sit on the Central Minnesota Area Transportation Partnership and at the recent meeting on Friday, October 29, 2004, we received information that indicates MN /DOT does not have any money programmed for construction on TH169 through the year 2030. Obviously, planning items out this far are subject to change, but I thought it might be worthwhile having the City Council discuss this issue again and reaffirm the position that they would like to move forward on the environmental and geometric study ofTH169. 3. County Road 40 (Cleveland Avenue) Turnback Attached are the meeting minutes from the City/County engineering meeting held on Tuesday, October 26, 2004. Also attached is the cost estimate for the reconstruction of CR40 with a breakdown of participation from federal, county, and city funds. This was prepared in conjunction with Dave Schwarting. At the October 26 meeting, at which the Administrators and two elected officials from each party were present, it was the general consensus that the turnback and reconstruction of CR40 should proceed. It would be appropriate for the entire City Council to discuss this issue and consider providing a consensus of the Council to move forward with the turnback and reconstruction of CR40. 4. Sherburne County Cost Participation Policy If the City Council would like to discuss the County's cost participation policy, attached is a spreadsheet that I prepared approximately a year ago that compares the Sherburne County policy to those of Anoka, Carver, Dakota, Ramsey, Scott, Washington, and Wright County policies. CITY OF ELK RIVER/SHERBURNE COUNTY ENGINEERING MEETING ELK RIVER CITY HALL TUESDAY, OCTOBER 26, 2004 Attendees: Arne Engstrom, Sherburne County Commissioner; Rachael Leonard, Sherburne County Commissioner, Brian Bensen, Sherburne County Administrator; Dave Schwarting, Sherburne County Engineer; Louise Kuester, Elk River City Councilmember; Dan Tveite, Elk River City Councilmember; Pat Klaers, Elk River City Administrator; Terry Maurer, Elk River City Engineer 1. Count;y Road 40 Turnback Discussion Terry Maurer started out the discussion by reviewing the last joint meeting held on Tuesday, July 27, 2004. At that meeting, the pros and cons of the tumback of County Road 40 were discussed along with the discussion of the $719,104 of Federal money available and how it would be allocated to City and County costs. At the July 27<1> meeting conclusion, Terry and Dave were directed to work together to come up with a more detailed cost estimate and to identify other engineering issues so that further discussions could be held today. Terry indicated that Dave and he have met several times to discuss the County road reconstruction cost estimate. A staff member from Dave's office and from Terry's office had done much of the work in preparing cost estimates and reviewing them. The County had supplied soil borings and a geotechnical report, along with preliminary topography which was also used in the preparation of a cost estimate. Tetty indicated as late as this morning, Dave and Terry were malting fmal revisions to it; therefore, a hard copy of the cost estimate prepared by the City and the County joindy was not available at this time, but would be available in the future. Terry went on to indicated that the estimate for the road reconstruction including overhead was approximately $3.1 million. This did not include any sanitary sewer or watermain construction that the City may choose to add to the street project. Of the $3.1 million, approximately $720,000 was Federally funded. The remaining costs of the road construction were divided approximately $1.3 million for the County and $1 million for the City according to the County's cost participation policy. The County's share is all construction and overhead costs. The City's share is broken into approximately $750,000 for construction and overhead costs and approximately $250,000 in estimated land acquisition. The County had prepared a plat for the land acquisition required. It showed approximately 20 acres of land to be acquired from adjacent property owners. In this estimate Dave and Terry had anticipated a lesser right-of-way width than 100 feet, and also anticipated how much of the right-of-way the City could acquire through developments and platting. Therefore, the cost estimate for land acquisition assumes that the City will be acquiring through purchase approximately 4 acres out of the 20 acres originally shown to be needed by the County right of way plat. Terry indicated that he and Dave both still felt that the tumback of County Road 40 was a reasonable goal and would request that both parties present at the meeting would concur with that and agree to bring this issue back to the City Council and the County Board for their concurtence. Terry indicated that it is hoped the County would take the lead on preparing a tumback agreement and that the City would be in the reviewing role. Terry Sherburne County/City of Elk River Engineering Meeting October 26, 2004 Page 2 indicated also that the City would agree to take the lead on land acquisition, prepatation of plans and specifications, and construction of the improvements. Terry has already discussed with the MnDOT State Aid Engineer and has gotten assurance that the Federal Grant can be passed to the City, and that the City would take the lead in the Federal paperwork and administration of the Grant. The only the role the County would play is paying their shate in accordance with the tumback agreement. There was continued discussion about various issues revolving atound the turnback of County Road 40. In the end, both the City and the County consensus was that the tumback should rnove forward. The County indicated that they had a County Boatd workshop scheduled within the next weeks where this issue could be discussed. The City indicated that they had a transportation workshop tentatively scheduled for Monday, November 22nd at which time this item would be placed on the agenda. 2. County Road 44 Councilmember Tveite had asked that the speed limit on the portion of County Road 44 north of the railroad tracks be an item for discussion. It is currendy signed for 45 miles an hour, but given the condition of the road, it would be very difficult and probably unsafe to travel at that speed. The road is relatively natrow and the condition of the surface is relatively rough, making travel at that speed potentially unsafe. There was discussion about how speed limits ate set in the State of Minnesota by MnDOT, and that a speed study request could take six months to twelve months to complete. Councilmember Tveite asked Dave Schwatting if some type of advisory road sign such as rough road with an advisory speed could be installed on the road. Dave indicated that he would have his public works install such a sign going both directions on County Road 44 north of the railroad tracks. There was some discussion relative to the status of the planned County upgrade of County Road 44. Brian Bensen informed the group that the County Boatd had followed his recommendation in not bonding for future road improvements. However, this did not mean that County Road 44 would not be upgraded. The County indicated that the County Road 44 was project was still a high priority in their Capital Improvements Program. It was generally agreed that County Road 44 would be discussed in greater detail, including potential turnback to the City, at an upcoming meeting of this group. Councilmember Kuester brought up the condition of County Road 33 between Proctor Avenue and CSAH 1, indicating that it is very similat to the County Road 44 issue currently being discussed. Dave Schwarting indicated that the County Boatd had agreed to extend the planned County Road 33 realignment project to go all the way to County Road 1 and rebuild the portion of the existing alignment that is planned to remain intact. It was indicated that this project would not occur until approximately 2007. 3. City Resolutions Regarding: CSAH System Dave Schwarting indicated in a follow-up to an item talked about at a previous meeting, that he had appeated before the County State Aid Screening Committee in his attempt to get more County State Aid mileage on the Sherburne County System. He indicate that he had been successful in getting approximately 26 miles of additional CSAH designation. He explained to the group that to place a CSAH designation on a route or revoke a CSAH designation on an existing route within the corporate limits of the City required a resolution from the City Council concurring with that action. Dave indicated that he would be asking the City Council to agree with the designation of County Road 33 and County Road 30 on the Sherburne County State Aid System, while revoking the County State Aid designation on Sherburne County/City of Elk River Engineering Meeting October 26, 2004 Page 3 County Road 21. Dave will acquire a generic resolution from MnDOT and forward it to Terry. Terry will prepare it and place it on an upcoming City Council agenda. 4. Coun\y Road 1 Accident Issues Dave Schwarting indicated that the County is considering the restriping of County Road 1 from Trunk Highway 10 to the golf course (the urban portion of the four-lane CSAH 1 recendy constructed) to a three-lane configuration utilizing a center left turn lane. There was some discussion about the merits of center left turn lanes in reducing accidents and also the ability of that type of roadway striping to carry the traffic currently on the road and anticipated in the future. Dave indicated that he had not made any decisions at this time, but wanted to bring it up to the group to get a reaction to how it may be perceived, if this is the recommendation from the County Highway Department. There was some discussion about the City of Elk River recently moving towards more three-lane roads, especially in areas where there is a predominant amount of left-turn movements. Generally, there was no concern should the County want to move to a three-lane striping configuration on this portion of County Road 1. There was also significant conversation regarding the intersection of CSAH 1 and County Road 33, where there have been several serious and fatal accidents in the past several years. There was discussion about redoing rumble strips on County Road 33. There was also discussion about checking the stop signs and determining whether or not larger stop signs could be installed on the County Road 33 legs of the intersection. Other issues discussed were placing warning signs regarding the intersection on CSAH 1 and placing placards under the stop sign on County Road 33 that state "cross traffic does not stop". Dave indicated that the County is working on plans to reconstruct this portion of County Road 1 and at that time would attempt to improve the geometrics at the intersection with County Road 33. Dave also indicated he has been working with a representative of the Northwest Real Estate Agents and they have been helpful in getting real estate signs off of power poles near the intersection and keeping them off. 5. Government Center Entrance Signin~ Dave indicated that he has been approached by Kevin Anderson regarding placement of signs on Business Center Drive, indicating the Sherburne County Government Center main entrance and service, or minor entrances. Brian Bensen indicated that the large brick sign that the County has may be taken down, since the road construction has made its location so close to the roadway. Dave indicated that the signing they are thinking about would be standard MnDOT highway signing, either white lettering on a blue background or a brown background. Terry indicated that if Dave got the specific wording and types of signs to him, Terry would talk with the City Planner relative to any permits that are necessary prior to the placement of the signing. 6. Next Meetin~ It was established that the next meeting of the entire group would be held on Tuesday, January 25, 2005 at 3:30 p.m. at the Elk River City Hall. To that end, the Commission compiled a list of broad general issues for consideration by the City Council (attached). They will take an opportunity at their December worksession to discuss this list and further narrow the issues to the top two or three priorities that they would support the Council in implementing. Prepare official corridor maps for long-term transportation solutions Preserve right oEway alongTH 169 prior to MN DoT completing its studies Cooperate with MN DoT in its study work Resolve jurisdictional issues by encouraging tumback of County Roads in the urban cote . . . Specific Corridor Improvements . Convert Tyler Street and Proctor Avenue as major north-south collectors to 221" Avenue Connect CSAH 13 to TH 10 via Cleveland/Fillmore/Jarvis Extend School Street, 193'" and 197'" Avenues to Tyler Street and eventually to Twin Lakes Road Create "ring roads" to move traffic on local roads away from the congestion at TH 169's intersections Extend School Street west to Meadowvale Road through Cretex Eliminate and "clean up" the transportation corridors between Jackson and Gates Avenues north oEHighway 10 . . . . .
