Background/Discussion
Following litigation with Wapiti Park Campground in which the Minnesota Supreme Court and
Minnesota Court of Appeals opined on the legal, nonconforming operation of the campground, the
conditional use of the main campground building, and the permanency of residents, the campground has
continued to operate within the opinions of the court and have sought action to comply with city
ordinance and state rules.
Following a Minnesota Department of Health (MDH) licensing inspection, septic system compliance
inspections found seven of their eight septic systems in need of improvements. MDH sanitation
inspectors also cited state rules requiring the campground to connect to city services if available. Services
are available to the property. The campground is working with a contractor to design and build the
connection.
The connection costs and WAC/SAC is a significant financial investment for the campground.
