(b) The city may grant an exemption from the curbing requirement: (1)Where the parking lot directly abuts a sidewalk which is sufficiently higher than the grade of the parking lot to substitute for the curbing requirements; (2)Where the city has approved future expansion of the parking lot; or (3)Where installing concrete curb and gutter presents a hardship due to the uniqueness of the business or other conditions. Benefits of Curb and Gutter  Defines access, drive areas, and parking limits  Prevents unintended parking lot creep or parking in unintended locations  Aids in stormwater management by directing runoff to catch basins or point locations for treatment  No curbing facilitates sheet flow and ditches for treatment  Improves aesthetics by creating defined edge, separating paved/unpaved areas, and maintaining that separation Benefits of Paved Parking and Drive Areas  Clearly identifies access points, drives, and parking areas  Minimizes the tracking of gravel onto public streets which can affect pavement longevity and appearance  Improves removal of snow and does not transfer gravel to stormwater treatment areas  Improves aesthetics by defining parking/drive areas and clearly delineates parking spaces with pavement markings  Community image and beautification goals Examples of paved parking lot with curb and gutter Examples of paved parking lot without curb and gutter Examples of gravel parking lot with curb and gutter Examples of gravel parking lot without curb and gutter Considerations for parking lot curbing and paving:  Require paving and B612 curb and gutter on allparking and drive areas withinthe urban service area.  Paving exception only for outdoor storage areas.  Require paving, but no C&G, on allparking and drive areas outside the urban service area.  Paving exception only for outdoor storage areas.
