3.1. PRSR 06-08-2016 Parks&Recreation Commission Minutes Page 2 May 11,2016 Mr. Benoit presented his staff report. Franklin Outdoor Advertising will remove old billboard sign and replace with a digital sign. In relation to Parks and Recreation Master Plan,the property does not meet standards. To move the sign the property needs to be platted. Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to accept staff recommendation to recommend approval to City Council to accept park dedication for 3.28 acres to be paid in the form of cash at the commercial rate at the time of recording. Motion carried 7-0. 6.2 Park Dedication — Riverpark rd Addition Mr. Benoit presented his staff report. Riverpark 3rd addition would have 23 lots. Stating that in relation to the Master Park Plan it is in the development that is within walking distance of another park. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to accept staff recommendation to recommend approval to City Council to accept park dedication for 8.21 acres to be paid in the form of cash at the residential rate at the time of recording. Motion carried 7-0. 7. Discussion Items - None 8. Parks and Recreation Director Update Mr. Benoit presented his staff report. 9. Division Manager's Update Mr. Benoit presented his staff report. Sharing that work is being done to set up a community meeting on June 2 at the Elk River High School regarding the Skate Park at Orono Park. Commissioner Anderson shared with the audience to tell their friends about the skate park meetings as it is important to hear from the potential user group. 10. Multi-purpose Community Center Steering Committee Update Commissioner Holmgren shared a committee update. Met as a committee this week and talked about narrowing down the sites to two locations,Lion John Weicht Park or Orono Park. Both sites have positives and negatives. Open Forum 'x Elk River h SchSophia High student So hia Schutt shared that there were about 40 National Honor Society student volunteers planting trees in Woodland Trails Park. 5. Park/Program Highlight Mr. Benoit highlighted the Spring Fling event held for members at the Activity Center. 6. Opportunities at Orono Park for future development and the negative would be to replace the ball fields. Council member Wagner added local business owners have contacted her to find out how to help.Location was an important discussion and the big picture of how it affect the city campus. I I. William H. Houlton Conservation Area Committee Update Commissioner Anderson shared update. Successful open house which was to recruit people to help with the site as volunteers. Master site plan was shared at last meeting, signage moving along,buildings are gone, talked about bees and keeping them out there. There will be another grand opening later in year. Bids are coming in for parking lot and invasive species. 12. Announcements - None 13.
