Background/Discussion
The City of Elk River is regulated as a municipal separate storm sewer system (MS4) under the National
Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA).
This permit was reissued in 2013 and will expire in 2018 as it runs on a five year cycle.
The permit prescribes goals in the following categories: Public Education and Outreach; Public
Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff
Control; and Pollution Prevention and Good Housekeeping.
The city is required to hold an annual public hearing to receive feedback on the stormwater program.
The following goals were met by the city in 2015:
Staff has made progress planning for future projects related to nutrient reduction goals for Lake
Orono.
Continue to investigate potential sources of illicit discharges.
Cleaned out 2 city stormwater basins that had exceeded treatment capacity, one of which had
contaminated soils.
In 2016, water quality samplings will continue for the Lake Orono sub-watersheds in an effort to identify
future projects for the required nutrient reduction goal. Public Outreach will expand in order to educate
the public on varies water quality topics. Staff will continue to identify public and private partnerships to
achieve collaborative goals. Lastly, in 2016, staff has already completed the MPCA audit with all positive
scores. The MPCA audit takes place every 5 years, once every permit cycle.
