Background/Discussion Staff has advertised a Request for Proposal (RFP) for professional engineering services for the 2017 Street Improvement project. The RFP was advertised on the League of Minnesota Cities and the City or Elk River websites. We received 5 proposals which ranged in price from $196,200 to $390,717. Staff interviewed Hakanson Anderson,Inc. on June 23, 2016. Hakanson Anderson emphasized that they were comfortable in their ability to deliver a successful project for the city at the price they proposed. Based on the interview feedback, our review of their proposal, and past positive working history with their firm, staff is recommending award of the work to Hakanson Anderson,Inc. in the amount of $196,200. Upon the approval by the City Council, staff will work with the firm to finalize a contract and begin work immediately. The proposals received, further detail work associated with another request we made in the same RFP for similar professional services associated with the CSAR 1 Improvement project between TH 10 and the BNSF railroad should this move forward as a joint project between Sherburne County and the City of Elk River. Staff will be preparing this item for consideration at the upcoming joint County Board and City Council meeting. No action is being requested on this project or services associated with it at this time. Financial Impact The total financial impact for engineering services associated with this project will be $196,200 and be paid through the 2017 Street Improvement project budget. We have provided these services to clients in the metropolitan area and outstate communities for over 40 years. Founded in 1975, we established our office to give our clients personalized attention, timely response, and most importantly, cost-effective solutions. CADD Technicians 2 Survey Crew Chiefs 4 Survey Technicians, Full Time 2 .� GIS Specialist 2 � Total Current Staff: 35 General Information, Page l Project iSection The City of Elk River intends to retain a professional consulting firm to provide professional engineering services needed to successfully implement the design and construction of the 2017 Street Improvements and the CSAH 1 Improvements. These two separate projects consist of the following: Project 1 -2017 Street Improvements Project 1 consists of reconstruction, full depth reclamation and bituminous overlay of existing streets as specified on Figure 1 of the RFP. The full depth reclamation portion of the project will include replacement of large segments of curb and gutter. This will require topographic survey work to be completed to assure proper conveyance of drainage in critical areas. There are no sanitary sewer or water systems in the reconstruction areas; however the project will require management of stormwater which will consist of maintenance of existing facilities and minor modifications to accommodate the new street grades. There are several project areas and the work must be properly staged to ensure an orderly progression of the work. This project will be financed by Local and State Aid funds, and construction is expected to begin in May 2017. Project 2 - CSAH 1 Improvements Project 2 consists of the reconstruction and widening of CSAH 1, construction of raised medians, addition of turn lane capacity, reconfiguration of side street connections, and design and installation of all necessary safety measures to qualify as a whistle free zone at the BNSF rail crossing. This project is also anticipated to include the reconstruction of Quinn Street and 6th Street and the new construction of road segment between CSAH 1 and Quinn Street. The city street reconstruction will include replacement of the existing water system and the addition of new stormwater management systems to drain the reconstructed/new streets. This project will be a cooperative effort between the City of Elk River and Sherburne County and will be financed by City, County and State Aid funds. This project is expected to be completed in 2017 or 2018 depending on property acquisition. Property acquisition will be completed by others and is not included in the scope of this contract. We have divided the project into 7 phases consistent with the Scope of Services outlined in the RFP. The project phases which are discussed in greater detail in Section 3, are as follows: • Phase 1 — Feasibility Report — Prepare a Feasibility Report which will describe in a preliminary manner the work proposed to be completed and estimates the total project costs. The Feasibility Report's goal will be to deem the project technically feasible, cost effective and necessary. • Phase 2 — Topographic Survey — This phase will consist of performing a detailed site survey of the streets, sidewalks, driveway entrances, and utilities which are scheduled for reconstruction. We also anticipate obtaining adequate survey in the full depth reclamation and overlay areas to locate existing utilities, determine drainage patterns, and to review conflicts such as driveway match points on the rural street segments. • Phase 3 — Public Involvement and Meetings — The public involvement and meetings identified in this phase would include the recommended procedures identified by the City of Elk River as well as the public involvement discussed below. It is crucial that the design team listen to public Project Understanding, Page 2 Project iSection comment, evaluate it for merit, and openly discuss the decision making process. The first step in this process would include preparation and mailing of a notice prior to the start of any field surveys or geotechnical investigations. The notice would include a general description of the proposed project along with information on the upcoming activities. After the plans have been prepared but prior to soliciting bids, we would recommend that a neighborhood meeting be held to discuss the projects with the residents and business owners and receive public comment. It may be necessary to hold several separate neighborhood meetings for each of the project areas. In the project areas that will affect access to local businesses, we will be particularly interested in receiving comments and public input about access needs, deliveries, and project staging. The comments will be evaluated for merit and may warrant revisions to the traffic control and staging plans. After the bid award but prior to the start of construction, we would recommend that a notice be prepared and mailed to all parcel owners to outline the construction schedule and project contacts. This notice will also direct people to the project web page(s) as well as the social media page(s) for updates. • Phase 4 — Design including Plans and Specifications — Consists of preparing a complete set of construction plans and specifications, coordination with Mn/DOT District 3 and Sherburne County, coordination with BNSF and the Federal Railroad Administration, coordination with utility companies, and obtaining necessary permits and easements. • Phase 5 — Contract Bidding and Award — This phase consists of issuing drawings and specifications to prospective bidders, answering Contractor questions, issuing addendums if necessary, assisting the City in obtaining proposals from contractors and assisting in the awarding of a construction contract. • Phase 6— Construction Inspection, Staking and Management Services — This phase consists of administering the construction contract in accordance with the provisions of the Construction Documents. Responsibilities will include, but not be limited to, general construction administration, construction observation, construction staking, processing payment applications, contractor submittal review and preparing change orders. We would also propose that no more than 16 weeks be allowed for completion of Project 1 and 10 weeks for construction of Project 2 once the Contractor starts construction. This will minimize overhead costs to the City and disruption of residential neighborhoods and commercial businesses. This phase will also consist of updating bid document drawings and specifications, revising the original drawings and specifications to show as-built information. • Phase 7 — Warranty Inspection — This phase will consist of reviewing the warranty performance of the construction. A detailed punchlist and correction notice will be provided to the City, Contractor and Surety Company. Project Understanding, Page 3 Project Approach - Section 3 A. Project Approach The true measure of an effective approach to managing tasks is the ability to deliver the expected results on time and within budget. We at Hakanson Anderson are accountable for our work and obligations. Our project approach and work plan for this project is based on our thorough understanding of the project. Our approach is focused around providing a strong experienced team. It is our goal to exceed the City of Elk River's expectations in all aspects of the project. Major elements required to successfully complete the project within the timeframes allowed include the following: • Coordinating a Public Process • Communication/Project Management Plan • Development of Detailed Plans • Qualified Construction Observer • Highly Skilled and Organized Team A brief description of these major elements are as follows: Coordinating a Public Process Coordinating a public process requires excellent communication skills, a thorough understanding of the project, and a thorough understanding of the clients' goals and policies. Further, the ability to adapt and respond to situations when or if misinformation is presented is crucial. There is no single factor that is more damaging to a project than misinformation, and if it is presented it must be dealt with immediately in a professional manner. In order to be successful and gain the trust of the project stakeholders, the facilitator must present accurate information and have the skills to communicate the benefits of the proposed improvements. Further, it is crucial that the design team listen to public comment, evaluate it for merit, and openly discuss the decision making process. Our experience has shown us that stakeholders all lend different points of view to various aspects of the project and those points of view must be considered. When project stakeholders are treated with respect, they typically return the favor. Communication Plan ki 11 We propose to utilize a variety of methods to communicate relevant project information to the public. We propose to utilize a combination of mailed notices, project web pages and social media to deliver updates and other media to affected residents and business owners at strategic times during the various stages of the projects. Detailed Traffic Control and Staging Plans In order for this project to be successful a significant amount of effort and thought must be put into preparing detailed traffic control and staging plans. If the traffic control and staging plans are not adequate and the Contractor is allowed to"open up" all project areas at one time, there will likely be many unhappy residents and business owners. Staging plans that require a Contractor to finish one project area before opening up a new project area will be absolutely necessary. Project Approach, Page 4 Project o r o a Traffic control plans that allow for adequate business access will also be absolutely necessary in efforts to limit the disruption. Proper signage must be called for during all stages of the work and semi-truck and other delivery truck access must also be considered. While some inconvenience and disruption is unavoidable, the impact will be significantly reduced by well thought out staging and traffic control plans. Project Management Plan It is our company policy to create a Project Management Plan at the beginning of every project to ensure that all project goals and objectives are met. The Project Management Plan will further identify each team member's specific role in the proposed project and the deadline for each specific task to ensure that all major steps in the critical path are completed within the timeframe that is necessary to deliver the project within the time that is allotted. Development of Detailed Plans Our 40 years of experience focusing on infrastructure projects gives us the project understanding needed to prepare the detailed plans necessary for a successful project. It will be necessary to perform a detailed topographic survey of the existing streets, utilities, driveways, and other features scheduled for reconstruction. Our detailed plans will specifically show all removals, proposed work, features to protect (ex. trees) and will eliminate any confusion by the Contractor, allowing them to submit a confident and competitive bid. Qualified Construction Observer The overall quality and longevity of the improvements is highly dependent on the level of skill and the standard of work to which the Contractor is held. We firmly believe that construction observation by a qualified Construction Observer is required to ensure long lasting value to the City. In addition to holding Mn/DOT certifications, the Construction Observer that we have dedicated to this project has extensive experience in the construction of urban and rural streets and utilities. Highly Skilled and Organized Team The City of Elk River needs a consultant that is highly organized, has an established and streamlined Quality Program, is skilled in the area of design, and has sufficient in-house staff to complete the required work within a relatively short time frame such that the goal of fully executed plans and specifications can be realized for construction in 2017. The engineers dedicated to this project and discussed in Section 4 of this proposal have successfully completed many similar projects. B. Work Plan We fully understand that our required Responsibilities and Deliverables will be similar to those as outlined in the Request for Proposals. This Work Plan summarizes the major tasks that will be performed with each phase of the project. The major tasks are defined as those tasks that could affect the critical path of this project. The following pages summarize the anticipated tasks and deliverables for each phase. A proposed project schedule is also presented in Section 5 of this proposal. Project Approach, Page 5 = M I Project Approach - Section 3 Phase 1 — Feasibility Report Task 1—Analysis of City Needs/Site Analysis All pertinent existing information will be reviewed. We would propose at least one meeting with the City to define the project limits and City expectations. Meet with the City to define coordination activities, obtain existing project information, review project delivery method and define special project requirements. Task 2—Draft Feasibility Report Prepare a draft feasibility report which estimates the project cost, individual assessment amounts, and a description of the methodology used to calculate individual assessment amounts for affected parcels. Task 3 —Final Feasibility Report Prepare a final feasibility report which incorporates revisions as necessary based on City comments of the Draft Feasibility Report. Deliverables: Draft Feasibility Report, Final Feasibility Report. Phase 2 — Topographic Survey Task 1 — Geotechnical Investigation Identify locations for pavement cores and soil borings. We anticipate obtaining pavement cores to determine accurate pavement depths. This information will be needed to obtain accurate quantities for removal or salvage if the material is reclaimed for road base. We also propose to coordinate soil borings to obtain an accurate R-value estimate for pavement design. We would develop a scope of work for the required geotechnical investigation and obtain quotes from qualified firms. The quotes would be presented to the City for consideration. Task 2— Topographic Survey Our proposal includes performing a detailed site survey of the streets, buildings, sidewalks, driveway entrances, utilities and other features as necessary in the reconstruction area. We would also perform field surveys as necessary in the full depth reclamation and overlay areas to ensure complete and accurate construction plans. Phase 3 — Public Involvement and Meetings Task 1 —Project Notification Letter Prepare and mail notice to all affected parcels prior to start of field survey. Meet or discuss project with residents and business owners as requested. Task 2—Neighborhood Meetings Prepare and mail a notice to affected residents and business owners providing specific project components and inviting them to a neighborhood meeting. Attend neighborhood meetings and discuss the project and obtain public input. Evaluate public input for merit and make revisions and/or accommodations as necessary. Develop initial relationship with residents and business owners and follow up with additional Project Approach, Page 6 Project o r o a information if necessary. Introduce project web pages and social media pages. Task 3 — Create Project Web Pages Create a project web page for each individual project area which details the work to be completed. Include project personnel and their contact information, project exhibits, schedules and construction updates. Task 4—Notice Regarding Schedule and Contacts Prepare and mail a notice to all affected parcels to inform them of the construction schedule and project contact personnel. Direct them to the project webpage and social media page to receive future updates. Meet or discuss project with residents as requested. Task 5— Create Social Media Page Create either a Facebook or Twitter page for each of the project areas. Post relevant project and construction updates. Phase 4 — Design Including Plans and Specifications Task 1 —Existing Utilities Review We will investigate and review the existing data on the storm sewer, water, and sanitary sewer systems. In cooperation with City staff, a final report will be developed to summarize which systems are proposed to be replaced, repaired or protected. This task will include site visits to visually review the existing infrastructure. Task 2— Stormwater Model The storm water system will be modeled with XP-SWMM, HydroCAD or Autodesk Storm and Sanitary Analysis. The model will define existing and future flow rates, anticipated problem areas, recommended pipe sizes, recommended ponding areas or rain gardens, and recommended future system improvements if applicable. The model will include areas outside the project area that currently drain to the proposed system. Task 3 — Small Utility Notification We will notify and coordinate the project improvements with the utility companies. Task 4—Value Engineering Review the project to determine possible cost savings such as recycle of bituminous as base material. Task 5—Identify Easements This task will consist of identifying the necessary easements based upon the project limits and preparing easement exhibits and descriptions for use by the City. Task 6—Utility Design Meeting Coordinate a meeting with Elk River Municipal Utilities and the small utilities as required. We will coordinate and attend the utility design meeting. The goal is to define potential conflicts and to provide the utility companies with advance notice of the project to avoid construction delays. Project Approach, Page 7 0 Project Approach - Section 3 Task 7— Construction Drawings Prepare detailed construction drawings for review by the City. Cross Sections Task 8—Prepare Final Documents Prepare final drawings, estimated quantities, specifications, conditions of the contract and bidding requirements. Coordinate these plans and specifications with the permitting agencies and Mn/DOT. Task 9—Final Construction Cost Estimate Finalize the estimated cost of construction and value engineer as required to maintain budget. Task 10— Quality Control Review Schedule and conduct an in-house quality control review of the final draft of the construction documents. Deliverables: Preliminary Design Report including conceptual design drawings and provide the City a copy of the site survey, pavement cores and borings. Easement exhibits and descriptions. Agency Permits. Final construction drawings and specifications, and final construction cost estimate. Phase 5 — Contract Bidding and Award Task 1 —Pre-bid Conference Coordinate and attend pre-bid conference if the City requests one. Task 2—Bidding Process Respond to Contractor questions, review and approve proposed Contractor substitutions in coordination with the City. Prepare and coordinate any necessary Addenda. Task 3 —Bid Opening Coordinate and attend the bid opening. Project Approach, Page 8 Project o r o a Deliverables: Draft addenda if necessary. Prepare bid tabulation and award recommendation letter. Phase 6 — Construction Inspection, Staking and Management Services Task 1 —Pre-Construction Conference Coordinate and attend preconstruction conference. Task 2— Construction Administration The Project Manager will be responsible to coordinate and administer the construction contract, interpret the contract requirements and advise the City concerning the performance of the contractor. The Project Manager in cooperation with the Construction Observers will review and certify contractor pay requests. The Project Manager will conduct recurring visits to the site at a minimum each day that major contract quantities are occurring. The Project Manager and Construction Observer will coordinate and keep the City of Elk River informed of the status of the project. The Project Manager and Construction Observer will also develop the schedule of materials testing. Task 3 — Construction Observation The Field Representatives will provide full time construction observation and keep the City informed of progress through verbal communication and daily written reports. The Construction Observers will be responsible for documentation of actual quantities and verification that construction materials and methods are in accordance with the contract documents. Daily reports will include weather conditions, summary of contractors work force, quantities completed, site correspondence and hours worked. Task 4— Construction Staking Offsets will be provided prior to beginning removals and reclamation. Utility, storm sewer and curb stakes will be provided as necessary. Task 5— Substantial Completion Inspection The Project Manager, Construction Observer and City representative will conduct the substantial completion inspection of the project. Based on the inspection, a punchlist will be prepared and delivered to the Contractor. Task 6—Acceptance Letter Once the Contractor has completed all punchlist items to the satisfaction of the City and Project Manager, an acceptance letter will be drafted for consideration by the City. Task 7—As-Built Receive, review and assemble all as-built information onto the drawing and specifications. Deliverables: Meeting minutes, daily construction observation reports, shop drawings, payment requests, project closeout information, project punchlist, final acceptance letter, and electronic and hard copies of as -built drawings and specifications. Design Team Craig Jochum, P.E., is proposed to be the Principal-in-Charge. As the Principal-in-Charge, Craig will periodically check in with the project team and ensure that adequate staff resources are being provided to meet the critical path. Shane Nelson, P.E., is proposed to be the Project Manager. Shane will be the day to day contact for the project and will be involved in all aspects of the project. Shane will be directly involved in the design and construction management of the project and direct the Hakanson Anderson team on specific assignments. Timothy Eggerichs,P.E., is proposed to be a Lead Design Engineer. Tim will lead the design on the project ensuring that adequate detail and design elements are incorporated into the plans. Tim will assign specific design and drafting tasks to other design engineers and technicians and assemble multiple elements to ensure a complete design. The project consisted of constructing Supplemental Safety Measures in the form of non-surmountable medians and also upgraded the trail signage and pavement markings at the crossings. Additionally, at the Trunk Highway 47 crossing, truncated domes were installed on the trail at the crossing, the driveway in the SE quadrant at Trunk Highway 47 was removed, and curb and gutter was installed in the NW quadrant at Trunk Highway 47 to better delineate the driveway on the north side of the tracks. On behalf of the City of Anoka, Hakanson Anderson completed all permitting, design, construction administration and coordination between the City, Anoka County,the Minnesota Department Transportation, Burlington Northern Santa Fe Railroad, and the Federal Railroad Administration. The City's intent was to replace the streets in-kind. After design work had started,the City revised the scope to include a sidewalk along Evergreen Blvd. This design change would have triggered the need for additional stormwater treatment and right-of-way acquisition. When initially constructed in 1971, Evergreen Blvd. was a major collector. However when Highway 610 was constructed the north access was removed and replaced with a cul-de-sac. Hakanson Anderson proposed removal of 15 feet of extra pavement width to right-size the street for its current classification. This modification would also allow the project to proceed with the addition of sidewalk pavement while removing the need for additional stormwater treatment or right-of-way acquisition. It is estimated that the City will recognize savings of approximately $300,00 due to the value engineering that was performed in collaboration with the City engineering staff on this project. The project also includes replacement of approximately 7,500 feet of watermain, hydrants, valves, services, and replacement of a majority of the storm sewer structures within the curb lines. The ultimate buildout will include a multi-lane roundabout and will require the re-alignment of 171" Avenue. Twin Lakes Road will serve as a major collector, utilizing an urban four-lane divided roadway section. The two lane urban roadway constructed with the 2012 improvements will ultimately become the easterly half of the future Twin Lakes Road cross section. Hakanson Anderson planned and designed the ultimate improvements by completing the preliminary engineering work, including the full geometric layout, lane configurations, traffic engineering, roundabout layout, and storm water management. By completing this preliminary engineering work, the City can be assured that the 2012 Improvements will compliment the ultimate improvements and that future right-of-way has been secured. Watermain was installed along the new road alignment and an underground infiltration system was constructed to mitigate the stormwater impacts. A signalized intersection was constructed to accommodate the access, which included modifications to the medians to construct turn lanes.
