MEMORANDUM TO: Mayor and City Council FROM: Phil Hals, Street Superintendent DATE: December 6, 2004 SUBJECT: Snow Push Blade Purchase During the annual snow plowing policy review, Staff mentioned that the City will be plowing the N orthstar commuter parking lot for the 2004-05 season. Since we have never plowed this lot and we do not have any historical information on plowing time, three separate individuals have estimated that the plowing time to be about 3 hours per snowfall. Timing will be critical since the lot is used early in the day and our loader routes will be under additional pressure. To speed the plowing process, I recommend the purchase of a snow dozer blade attachment for our newest front end loader. This blade is a ftxed angle straight blade that is 16' in width and can be quickly attached or detached from our loader. The snow push blade has the capacity of 21 cubic yards of snow per pass, so the Street Department staff estimates that it will cut the plowing time for this lot in half. Due to its width, the blade will be stored onsite or at a secure facility near the site. If in the future we no longer have to plow this lot, the plow could be sold or moved to City Hall, our next largest parking lot.
