June 24. 1998 To: Mayor & Council h~ Fr: Jeff Asfahl - Community Recreation Director ~ Re: Request For Authorization To Pursue Grant Opportunity The Minnesota Amateur Sports Commission has once again offered a grant program aimed at enhancing recreational opportunities and facilities for youth. We applied for this same program back in December of 1997. I believe that this request is competitive. The following describes the proposal: Concession / Shelter building at the new Youth Athletic Sports Complex: The Park Commission recommends a grant request of $20,000 from the MASC, requiring a $20,000 match of a combination of cash and in-kind capital contributions from the city. The Youth Athletic Sports Complex opened this past May. This exciting new facility is being utilized by the local youth baseball and girls softball associations. Each of these associations has committed to financially contribute to the development of this facility and are again willing to work with the city to further enhance the site. The associations are eager to have such a facility in order to conduct quality events and to sell concessions as a means to raise funds to further strengthen their association program. Phase I of this project only completed the actual playing field development. A concession/shelter has always been a high priority by the associations and the Park Commission, but funding thus far cannot accomplish any concession/shelter construction. The project is consistent with the Park Commissions long term goals and vision of this facility. It consists of an approximate 40 X 60 shelter and a 20 X 20 concession building. The 20 X 20 concession area will be designed to accommodate future expansion to provide storage and rest room facilities. Your support and adoption of the attached resolution will be appreciated so that I can continue pursuit. RESOLUTION 98-_ A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION REQUESTING M.A.S.C. MIGHTY KIDS GRANT FUNDING FOR THE DEVELOPMENT OF A CONCESSION/SHELTER AT THE YOUTH SPORTS COMPLEX WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State General Fund, provides funds to assist political subdivisions of the State of Minnesota for the development of youth sports and recreation programs; and, WHEREAS, the City of Elk River desires to develop a concession/shelter at the Youth Sports Complex. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River as follows: 1. That the estimated total cost of developing said program shall be $40,000 and the City of Elk River is requesting $20,000 from the State General Fund. 2. That the Community Recreation Director is authorized and directed to execute said application and serve as the official liaison with the Minnesota Amateur Sports Commission.
