SR 06-29-1998 Memorandum Item #4.6. -\./ To: Mayor and City Council Chief Zerwasl Assistant Chief Beahen From: Date: June 23, 1998 Police Department Subject: Request for stop signs and speed bumps On 4-30-98 Chief Zerwas and myself met with Council Member Thompson regarding speed and stop sign complaints in the new Hillside Estate Additions off of 193rc1. We toured the area in response to recent complaints regarding excessive speeds in the area. We discovered that most of the development was void of stop signs in the area north of 193rc1 in the Hillside fifth, sixth, and seventh additions. The developer may yet correct this, but we feel strongly that there were specific areas that demand stop signs and they need to be pointed out. The identified areas were noted and the recommended placements are noted on maps enclosed with this memo. The areas to be signed are: Auburn at 196th Street 196th Street at Wilson Wilson at 196th Avenue 196th Avenue and Auburn Baldwin Circle and 196th Street Auburn Circle and Auburn In addition, we found the curves and hills on Auburn between 196th and 193rc1 actually encourage traffic to cut the angle of the curve and speed through the downgrade. This is very hazardous and there was evidence of vehicles leaving the roadway and driving through yards. We strongly recommend speed bumps be installed on Auburn on the north and south sides of the hill area between 196th and 193rc1. There is an identical problem on Dodge south of 193rc1. There is a request to add two speed bumps on the opposite sides of the grade and curve south of 193rc1 as well. (See attached maps for exact locations) We did investigate the use of a recessed concrete speed bump instead of the standard raised asphalt bump. In meeting with City Staff we discovered that from an engineering standpoint, the recessed bump would not facilitate drainage; in fact it would more than likely hasten road decay and would be an expensive and lengthy project to implement. Fax (612) 441-8937 The suggested use of speed bumps as a means of slowing traffic down is unique to this area. Auburn is one of only a few city blocks in Elk River which exceeds the maximum length for a city block as dictated by ordinance. There are no cross intersections to erect stop signs at and safety concerns prevent us from suggesting a mid-block stop sign from being erected. The only other over size blocks are in areas or developments which do not or will not have heavy traffic patterns or speed problems. We suggest using a criteria for any future requests for speed bumps, that the block exceed the city size limit; traffic flow be high and at excessive speeds and no cross streets exist which would allow use of stop signs. The chances of other similar streets or situations existing is very slim. In addition, if these bumps do not work during a trial period of several months, they can be removed by milling them off with little noticeable impact to the existing street surface. In checking other frequent areas of concern, we would request a four way stop be made at Lowell and Highland. Recent reports of speeder in that area by Council Member Farber resulted in targeted enforcement that netted a number of speed violators. A 4- way stop would help insure speeds stay down as well as slowing down traffic at a key area - the north driveway to the junior high. A fairly large number of students cross Highland at the north driveway before and after school as well as during athletic events and after school activities. Our final request would be to re-evaluate Third and Gates - a frequent area of concern. A traffic study was done last year and we feel that a new study should be done to evaluate the current traffic flow to determine if the warrants exist for a four way stop. If the warrants do not exist there are alternatives which the council may wish to look at. These were brought up several years ago and include redesign of the intersection; closing of the intersection and installation of a new sidewalk.
