Work Session Meeting of the Elk River �� Parks and Recreation Commission River Held at the Elk River City Hall Wednesday,June 8, 2016 Members Present: Commission members Ahlness, Holmgren, Kallemeyn,Niziolek, Nystrom, and Sagan Members Absent: Chair Anderson Council Liaison: Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker, and Recreation Coordinator,Tonya Love' I. Call Meeting to Order Pursuant to due call and notice thereof, the work session meeting of the Elk River Parks and Recreation Commission was called to order at 8:14 p.m. by Vice-Chair Kallemeyn. 2. Hillside City Park Plan and Trail Design Mr. Hecker share staff report and introduced guests from MORC;Jay Thompson and Graydon Betts. Mr. Thompson shared MORC's proposed new trail design, sharing that is was created to work with the contoirsof the property with the goal of keeping the same mileage if possible with the new layout.The trail is one way and called a stacked loop trail. Mr.Hecker shared that there is a proposed paved trail on the western side of the park and only intersects with the mountain bike trail two times. Mr. Thompson stated that the crossings would be best located where speeds are slower. Commissioner Niziolek shared his thoughts regarding the new trail layout design, stating he would like to see the paved trail more curved instead of straight. Council member Wagner shared she agreed with Commissioner Niziolek regarding the paved trails being curved and more active for park users. Ms.Wagner also stated that that the proposed paved trail could start out with paving one mile and doing the rest as a turf trail. Parks&Recreation Commission Work session Minutes Page 2 June 8,2016 Commissioner Niziolek stated that commission should consider acquiring the Brown property in the future to be able to have a trail next to the nearby lake. Mr. Thompson asked that a sign plan be developed,including mile markers every 4 mile. These are good to have installed for emergency calls. 3. Sponsorship Policy Mr. Hecker shared staff report. Commission discussed adding a fee schedule to the policy. 4.
