Action Requested
Approve, by motion, authorization for staff to apply for Board of Water and Soil Resources (BWSR)
Clean Water Fund Competitive Grant.
Background/Discussion
The City of Elk River was notified in March 2015 that the Total Maximum Daily Load (TMDL) Study
was approved for Lake Orono. Each Local Government Unit is required to reduce the amount of
nutrients entering the watershed in order to improve Lake Orono. Over the last year and a half, city staff
has worked with the Sherburne County Soil and Water Conservation District (SWCD) to complete a
grant assessment review, ahead of this opportunity, to identify quality candidate projects.
Through this review the team identified a few sites that drain to Lake Orono and one location has
surfaced as the most cost effective opportunity. This option is located at the Varty Greenhouse property
nd
(13192 192 Ave) where an existing drainage easement is in place over the ponding area.
Financial Impact
There are no financial impacts at this time. If successful in securing the grant, we will be required to cover
a 25% match for the costs of the project. The Stormwater budget has identified and already includes
funds for a TMDL reduction project. Any grant received would reduce the amount needed from our
fund.
