Adopt, by motion, the proposed ordinance amendment to Section 30-1041 principal structures.
Background/Discussion
City staff is seeking an ordinance amendment to reduce the minimum lot size for the Extreme
Commercial Recreation (XCR) zoning district. During the process of creating the XCR zoning district
and rezoning the area from Commercial Reserve Transition (CRT) to XCR, staff reduced the minimum
lot size from 20 acres to 10 acres. The 20 acre minimum lot size, for CRT, was adopted to help minimize
smaller lot development until the area could be further studied. The XCR district is now a standalone
district, independent of the “development reserve” CRT district.
The XCR district is developing with a long-term vision for permanent installations, and reducing the
minimum lot size to 5 acres will allow for more manageable lots associated with the planned development
and expansion of the district. It will also reduce initial fees, such as Park Dedication and Surface Water
Management.
Staff is proposing to amend the following language:

Planning Commission meeting summary
Staff presented the item and the Planning Commission had no questions or concerns. No one spoke for
or against the request and staff has not received any comments since the commission meeting.
The commission unanimously recommended approval of the request.

An Ordinance Amending Section 30-1041, Principal Structures of the City of Elk
River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That § 30-1041, Principal Structures, of the City of Elk River Code of Ordinances
shall be amended to read as follows:
