Background/Discussion On June 22, 2016, the city released a Request for Proposals for towing, impounding, and storage of motor vehicles. The proposal due date was July 1, 2016, and the city received two proposals; Collins Brothers Towing, and Bob's Towing and Recovery of Elk River. Per the RFP, each proposing company was scored based on 12 categories. The results are as follows: ■ Collins Brothers Towing - 65 points Bob's Towing and Recovery - 15 points The performance standards ranged from charges for towing passenger vehicles including cars, light trucks (3/4 ton or less), vans, utility vehicles, four-wheel drive vehicles, motorcycles and recreational vehicles (to include ATVs, snowmobiles, and mini bikes) to administrative fees. In addition, an evaluation of storage facilities was factored into the final outcome. Following a formal scoring process of both proposals, staff is recommending the city enter into a three- year contract with Collins Brothers Towing. We are proud to say we have been able to handle everything we have been called upon and with many compliments on our service and courtesy. It has always been a collaborative effort between ourselves and the local agencies to get the job done well and safely. We service many different repair shops throughout our service area when their customers call for towing. Bob's Towing also believes with business comes community involvement. Our drivers and their families have the option to participate in at least one. We are involved in the Becker Community with Freedom Days, Walk for Cancer, the many events the Becker Community Center has such as Kids Touch a Truck event, and the Becker Chamber of Commerce. Big Lake we are involved in the annual Spudfest celebration, Big Lake Chamber of Commerce, we are members of the Big Lake Fire Dept., Big Lake Music in the Park, Big Lake Lions food drive, and various sponsorships for the youth ball clubs. We are new members of the Elk River Chamber of Commerce, and we are involved in the Sherburne County Fair. It's something we all 4ove is community and getting involved. Storage Bob's Towing has our main storage lot for Elk River located on the property of 16501 Hwy -10 Elk River, MN 55330 otherwise known as the recycling station. The storage lot will be secured with an office, adequate lighting and security cameras. Inside storage will also be available. Our office will be staffed as needed for the purpose of releasing vehicles by appointment. Our hours are Monday through Friday 0800-1700 hours and weekends 1200-1500 hours. We are available at all hours on call for the City of Elk River personnel or any law enforcement agency needing to get in our fence. Currently there is cameras on site to watch traffic coming inside the fence. It has the capacity for 15+ vehicles, is fully insured and wiil meet all the asked requirements of the proposal. We will take all responsibility for damages, contents or losses while any vehicle is in our custody. We fully understand the procedures used for vehicle release and have familiarized ourselves with the process. Under no circumstances will we go against what the Elk River Police Department requires. Bob's Towing and Recovery Inc. has maintained current insurance on vehicles operating under Bob's Towing. We have good standing and long term contracts with motor clubs and police agencies that require us to keep certain coverages and bonding. We have the recommended coverages of $2,000,000 General Aggregate, $2,000,000 Business Auto, $1.00,000 Garage Keepers and Workers Comp. If no owners can be found we will publish notification of impound in the local newspaper of general circulation in the area from where the vehicle was impounded within 5 business days. Administration Fee: $35 on all impounds and accidents Bob's Towing keeps a clean and organized file system Our records system includes Quickbooks software where each invoice is entered into the system. We will keep a separate file exclusive to the Elk itiver Police Department for all calls and submit monthly reports to the Chief of Police. We are familiar with MN Statutes 168B.06 and its subdivisions. We send out a certified mailing notifying all current owners and lein holders within 5 business days. 9f no owners can be found we will publish notification of impound in the local newspaper of general circulation in the area from where the vehicle was impounded within 5 business days.
