Background/Discussion
The Line Avenue Traffic Operations Study was reviewed on July 18, 2016, by the City Council. At that
meeting, the consensus was to proceed with Option B, which calls for the installation of a cul-de-sac on
rdth
Line Avenue between 3 Street and 5 Street.
The study amendment includes further analysis of options available to mitigate the expected service level
reductions of the Line Avenue and Twin Lakes Road intersection. As this project moves into plan
development, we will discuss these options with Sherburne County staff to determine which intersection
control detailed in the addendum might be most appropriate.

Re: Traffic Operations Study Addendum – Line Avenue Corridor
A study of the Line Avenue corridor, dated June 15, 2016, examined the traffic implications of
modifications to that corridor between the intersection with Main Street/181st Avenue and Twin Lakes
Road. This study and its results were presented to the City Council and discussed most recently at a
workshop meeting on July 18, 2016. The direction of the Council from that meeting was to disconnect Line
Avenue between its intersections with 3rd Street and with 5th Street. As noted in the June 15, 2016 report,
the left turn movement on Line Avenue at the Twin Lakes Road intersection is expected to have
unacceptable traffic operations under this scenario. The purpose of this memorandum is to examine the
Line Avenue/Twin Lakes Road intersection to determine if the expected operations can be improved.
Conclusions
A single-lane roundabout is expected to provide the best traffic operations for the Line Avenue/Twin Lakes
Road intersection. A roundabout would improve safety by eliminating the opportunity for head-on or ‘T-
bone’ crashes at the intersection. The roundabout would also provide a calming effect on traffic, slowing
speeds through the intersection.
Based upon this result, a roundabout is recommended for construction at the intersection in conjunction
with the disconnect of Line Avenue between the 3rd Street and 5th Street intersections. A formal
justification report for the roundabout may be necessary for documentation with the County and/or the
State Aid Office of the Minnesota Department of Transportation.
If the roundabout is not able to be constructed in conjunction with the disconnect, all-way stop control
may be appropriate as a short-term solution until the roundabout could be built. A formal justification
report may be necessary to document this decision. In addition, the change from side-street stop to all-
way stop requires notification to drivers of the change. This often occurs in the form of orange warning
signs, red flags, and/or changeable message signs on the mainline to warn of the traffic control change.

Line Avenue Corridor
Mitigation Options
The existing Line Avenue/Twin Lakes Road intersection provides the following geometry:
One left turn lane, one thru lane, one right turn lane for the northbound approach
One left turn/thru lane and one right turn lane for the southbound approach
One lane for all movements for the eastbound and westbound approaches
To improve operations, the following mitigation options were considered:
1. Additional approach lanes with a change in traffic control, which can increase safety and capacity
by allowing more traffic through the intersection
2. All-way stop control, which can be implemented easily and provide more opportunity for side
street movements through the intersection
3. Single-lane roundabout control, which significantly improves safety, provides a calming effect by
slowing traffic, and can provide an increase in capacity
Results
An intersection capacity analysis was conducted for the existing intersections per the Highway Capacity
Manual, 2010. Intersections are assigned a “Level of Service” letter grade for the peak hour of traffic based
on the number of lanes at the intersection, traffic volumes, and traffic control. Level of Service A (LOS A)
represents light traffic flow (free flow conditions) while LOS F represents heavy traffic flow (over capacity
conditions). LOS D is considered acceptable at intersections. Individual movements are also assigned LOS
grades. At busy intersections, one or more individual movements may operate at a lower LOS when the
overall intersection is operating acceptably at LOS C or D.
The intersection was analyzed during the a.m. and p.m. peak hours for the following Scenarios:
Existing conditions
Existing geometry with Line Avenue disconnected between 3rd Street and 5th Street
Two-Way stop control with additional approach lanes
All-Way stop control with existing approach lanes
Single-lane roundabout control
With the exception of the existing conditions, all scenarios were analyzed with the forecasted volumes
assuming Line Avenue is disconnected between 3rd Street and 5th Street. A summary of the LOS results for
these scenarios is shown in Table 1. The LOS calculations were completed with the VISTROTM software
package, which uses the methodology detailed in the Highway Capacity Manual 2010. The full LOS
calculations are attached to this memorandum.
