Background
At its December 6, 2004 meeting, tbe City Council approved a final development agreement
with MetroPlains Development for the Downtown Revitalization Project. The agreement
includes tbe phasing and timing of tbe project, the financial commitment of MetroPlains, as
well as tbe assistance provided by tbe City.
The development agreement also indicates that prior to construction, tbe following plans
will be reviewed and considered for approval by tbe City Council:
1. Construction plans, which will include a parking plan for post construction
2. Parking plan for tbe construction staging period
Issue
Parking Plan for Construction Staging Period
At this time, MetroPlains submitted tbe attached letter requesting Council approval to use
tbe two city-owned lots located nortb of Hwy 10 downtown for construction staging and
parking. The attached image indicates tbe exact location of tbe two lots in addition to tbe
private parking offered to MetroPlains for staging or parking during construction. Vern
Hanson of MetroPlains will be available at tbe City Council meeting to answer questions.
Current Use of Lots
In the past and currendy, the City has offeted parking permits to downtown apartment
residents and overnight employees. Permit holders were asked to park in the two lots north
of Hwy 10 or in the ten parking spaces located east of the former Municipal Utilities building
in the King Avenue parking lot. Staff recendy met with Street Superintendent Phil Hals and
Police Chief Beahen and confirmed that it is appropriate for 2005 permit holders to continue
to park in the 10 spaces near the Utilities building but not in the two lots north of Hwy 10.
Currendy, permit holders do not park in the two lots north of Hwy 10.
Future Enforcement of Lots
Staff has discussed MetroPlains' request with Chief Beahen and he indicated that the Police
Department will enforce the construction parking plan.
Recommendation
Staff also discussed MetroPlains' request with City Engineer Terry Maurer. Mr. Maurer
indicated that traffic flow would be least impacted if the construction workers parked in the
proposed material staging area and vise versa. Another issue affecting traffic could be the
frequency and means of material deliveries, although MetroPlains has not chosen a
contractor for the project, so detailed answers to this question/issue are not available.

Dear Cathy:
MetroPlains is requesting approval for parking during the construction of the downtown
revitalization project for the Bluff and Jackson Block parcels for construction workers,
construction suppliers, and minimal temporary construction staging. We request parking
be allowed on the two sites as indicated on the attached drawing. One site is north of
Highway 10 and just west of Jackson and south of the railroad tracks in the public
parking lot. The second location is north of the railroad tracks and east of Jackson and
the end lot south of the post office area on Railroad Drive. There are approximately 85
stalls on the lot just north of Highway 10 and west of Jackson and there are
approximately 36 stalls on the Railroad Drive lot. We would use the these spaces to
provide parking for the construction trades vs. consuming any valuable parking south of
Highway 10 that is needed for both customer and employee use with the existing
businesses.
We would appreciate a response on this request as we look forward to the start of this
exciting project.
