RE: 2005 STREET IMPROVEMENT PROJECT
Dear Councilmembers:
Since early Fall when the City Council authorized the preparation of the Feasibility Study for the
2005 Street Improvements Projects, we have been working to gather available information and
analyzing it. We have performed topographic surveys, soil borings, traffic counts, and have met
with the various departments in the City regarding sanitary sewer, water, and storm drainage
conditions. We have analyzed the proposed improvements using the 2003 Street Improvement
Project as a benchmark. We are now prepared to go to the affected property owners in January
of 2005 in the form of an informational meeting to layout our vision for the Street
Improvement Project and take input and questions relative to our proposal.
The purpose of the presentation at your December 20, 2004 City Council meeting is to briefly
review our findings with the City Council prior to presenting any of this information to the
general public at an informational meeting. Attached you will find an exhibit which shows the
streets to be improved and a similar exhibit which shows the areas to be assessed, together with
a listing of the individual properties on a preliminary assessment/notification roll. As with the
2003 Street Improvement Project, we believe the major issues will revolve around the amount to
be assessed, the width of the streets after reconstruction, and whether or not sidewalks are
installed. With the 2005 Street Improvement Project, the Tipton Avenue and Upland Avenue
area have relatively narrow existing streets in the range of 20-24 feet in width. We are proposing
a minimum street width for the new construction of 28 feet. Currently there is no concrete curb
and gutter in this area and on-street parking can extend beyond the paved surface. The
reconstructed streets will include a barrier concrete curb and gutter that will not allow for
parking beyond that area, so we believe the streets need to be slightly wider to accommodate the
minimal but sometimes used on-street parking. In the 5th Street area, the existing street ranges
from 32 feet wide west of Rush Avenue to 40 feet wide east of Rush Avenue. We are proposing
that the entire length of 5th Street be reconstructed to 32 feet wide, which is the City standard.
This narrowing of the street section should allow for sidewalk on both sides of 5th Street. In the

Trunk Highway 10 to Main Street. There currently is a pedestrian facility along Main Street
which branches out to many other areas within the City. It is anticipated that in the near future
Upland Avenue north of Trunk Highway 10 (County Road 44) will be reconstructed and will
include a pedestrian facility.
The 2005 Street Improvement Project has three roads that access Trunk Highway 10 with
minimal traffic flow. Seymour Avenue at the far west of the project is a dirt roadway. Rush
Avenue and Quinn Avenue furtherto the east are paved roadways, accessing Trunk Highway 10.
We are going to propose to the public at the informational meeting that all three of these access
points be closed. As the City Council is aware, the MnDOT Inter Regional Corridor (IRe)
Study for Trunk Highway 10 does not anticipate any access points like this in the future and
MnDOT has worked with the City on several projects in the past in attempts to eliminate
unneeded local access to the trunk highway system. We have had preliminary discussions with
MnDOT about their participation in this project. They have agreed to fund the closure and
ancillary work involved. Attached for the City Council's consideration is a resolution which
MnDOT requires to prepare a cooperative agreement for their portion of the funding of the
closing these three accesses. If in fact a decision is made in the future to not close all or any of
these access points, there is no requirement in this resolution that they must be closed. This
resolution simply starts the process with MnDOT; the City can end the process at any time if it
chooses not to move forward. Therefore, I would request that the City Council adopt the
attached resolution to initiate the cooperative agreement process.
Bryan Adams of the Elk River Municipal Utilities is anticipating a minor amount of water
improvement work with this project which, as in the past, the Municipal Utilities will fund in its
entirety. We have reviewed the sanitary sewer televising tapes and are recommending some
lining of the existing sewer mains which are beginning to show wear. We anticipate that this
work will be funded through the sanitary sewer enterprise fund. The remaining street and storm
drainage improvements are estimated to cost in the neighborhood of $1.5 million including
project overhead. Weare recommending that the assessment rate for the 2005 Street
Improvement Project be set at $6,000 per residential unit. This should approximate the City's
goal when the Pavement Rehabilitation Program was established of street and storm drainage
costs being 1/3 assessed and 2/3 funded by the City.
Relative to schedule, we anticipate a public informational meeting to be held in mid-] anuary.
The minutes from that meeting will become part of the official Feasibility Study which will be
presented to the City Council in early February. A public hearing will be held in late February.
Bids will be opened in April and an assessment hearing held shortly after the bid opening with
construction anticipated to begin in May of 2005.
If you have any questions regarding this information, I will be available at your December 20,
2004 City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING AN AGREEMENT PROJECT WITH
THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR WORK
ON AND/OR ADJACENT TO A TRUNK HIGHWAY
WHEREAS the City of Elk River proposes to make improvements on and/or adjacent to Trunk
Highway 10 within the City limits in Sherburne County, Minnesota such as closing
Trunk Highway 10 accesses on the Rush Avenue, Seymour Avenue, and Quinn
Avenue.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City shall be responsible for the preliminary engineering, project design, environmental
documentation, right-of-way acquisition, permitting functions and contract administration
for said improvements.
