REOUEST
Council is requested to conduct a public hearing and adopt the 2005 fee schedule.
BACKGROUND
At the November 15, 2004, Council meeting, the Council reviewed the proposed 2005 fees.
Council increased the SAC fees for 2005 to $2,750 per residential unit and for 2006 to
$3,500 per residential unit. No other changes were made. Since the November 15 Council
meeting, staff is proposing to change the cost for the Comprehensive Plan from $25.00 to
$50.00.
In the attached fee schedule, the proposed changes are highlighted. The current fee amount
to be changed or eliminated is illustrated with a strikethrough. State law requires any fees
dealing with land use to be enacted through ordinance with a public hearing.

Item
Consider increasing the Park Dedication Fees for 2005. The current fees are as
follows:

Summary
An analysis of potential land acquisition costs and the draft 10 Year Capital Improvement
Plan indicates the current cash dedication fee will be inadequate to meet projected needs.
It will require several funding mechanisms in order to fund the development of the Elk
River park system. Raising park dedication fees is an important flXst step towards ensuring
that park acquisition and development will keep pace with growth.
Due to increasing cost of land and the demand for more recreational space, the Park
Commission voted to recommend the following increases:

AN ORDINANCE OF THE CITY OF ELK RIVER
ADOPTING THE 2005 FEE SCHEDULE
The City Council of the City of Elk River does hereby ordain as follows:
Section I. Pursuant to Minnesota Law, and the Elk River City Code, a fee
schedule for City services and licensing is hereby adopted.
2005 Master Fee Schedule.
(a) The Code of the City of Elk River establishes that certain fees be set from
time to time by the Elk River City Council.
(b) City staff has reviewed the current Master Fee Schedule for the City of
Elk River and is hereby recommending that the 2005 Master Fee
Schedule, hereto attached as Exhibit A, B, C, and D be adopted.
(c) Upon consideration and review of the Elk River City Council, the 2005
Master Fee Schedule, hereto attached as Exhibit A, B, C, and D is hereby
adopted and becomes effective January I, 2005.
Section 2. This ordinance shall be published on December 29,2004 and shall
become effective beginning January 1,2005.
Passed and adopted by the City Council of the City of Elk River this 20th day of
December 2004.

AN ORDINANCE OF THE CITY OF ELK RIVER
ADOPTING THE 2005 FEE SCHEDULE
The City of Elk River does ordain:
On December 20, 2004, the Elk River City Council adopted Ordinance 04-_
adopting the 2005 fee schedule. This Master Fee Schedule, referred to as Exhibit A, B, C,
and D has made slight increases and elimination of some of the City services and licensing
fees. To be increased: aerial topography maps; park dedication fees; SAC charges; surface
water management impact fees; escrow for consulting services dealing with zoning/planning
applications; and zone changes. Charges to be eliminated: some park reservation fees and
deposits.
A printed copy of the full text of the Ordinance and Master Fee Schedule, referred
to as Exhibit A, B, C, and D in Ordinance 04-_, is available for public inspection at the
office of the Elk River City Clerk, 13065 Orono Parkway, during regular business hours -
8:00 a.m. to 4:30 p.m., Monday through Friday.
This summary of Ordinance #04-_ has been approved by the City Council, by at
least four-fifths vote, on December 20, 2004. Ordinance 04-_ shall become effective
January 1, 2005.

MECHANICAL PERMIT FEES
FEES REOUlRED
The Chief Building Inspector, before issuing any permit for the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, or
appendages, shall require the payment by the applicant for such permit of fees in the
amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building Inspector be
less than fifteen dollars ($15.00).
PERMIT FEE FOR HEATING. VENTILATION AND AIR CONDITIONING
APPLIANCE ITEMS. CONNECTIONS OR APPENDAGES
For any permit for the installation, alteration or repair of the above-referenced items, the
fee shall be one and one-half percent (1.5%) of the valuation of the work or as calculated
under the Uniform Mechanical Code, whichever is greater.
