SUBJECT: EDA/HRA and Library Board Appointments
The following tenns will expire on December 31,2004. All of these tenns are Mayoral
appointments. Per the City of Elk River Board and Commission Appointment Policy:
"The Mayor, upon approval of the Council, shall make appointments to the HRA, EDA,
and Library Board. The Mayor shall decide whether or not to advertise for these
positions. "

EDA
The length of term for the Counci/members coincides with the term of office for Council.
The length of term for the citizen-members is six years.
Larry Koenig resigned from the Economic Development Authority effective
December 31, 2004. Dan Tveite is interested in being appointed to the EDA to fill Mr.
Koenig's unexpired term to expire 12/31/06.
Councilmembers Kuester and Tveite's terms as Council representatives on the EDA
expire 12/31/04. Councilmembers-elect Gumphrey and Farber will be appointed to the
EDA as Council representatives for terms to expire 12/31/08.
HRA
The term of office for HRA members is five-years.
Daryl Thompson does not wish to be reappointed for another term. Louise Kuester is
interested in being appointed to the HRA for a 5-year term to expire 12/31/09.
LIBRARY BOARD
The term of office for Library Board members is three-years.
Leslie Anderson does not wish to be reappointed for another term. This position has been
advertised on the city's web site, in the city's newsletter, on the city's cable channel, and
in the Star News. Staff has received one application from Christine Harvey of Elk River
wishing to be appointed to the Library board for a 3-year term to expire 12/31/07.
Action Requested
Council motion appointing EDA, HRA, and Library Board members as requested by
Mayor Klinzing.
