Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan
to approve the following June 8,2016 Parks and Recreation Commission
Minutes. Motion carried 5-0.
3.2 Consider 06/08/16 PRC Work Session Minutes
Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn
to approve the following June 8,2016 Parks and Recreation Commission work
session Minutes. Motion carried 5-0.
3.3 Consider 07/06/16 Special PRC Minutes
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
approve the following July 6,2016 Special Parks and Recreation Commission
Minutes. Motion carried 5-0.

3.4 Consider 07/06/16 PRC Work Session Minutes
Moved by Commissioner Nystrom and seconded by Commissioner Sagan to
approve the following July 6, 2016 Parks and Recreation Commission work
session Minutes. Motion carried 5-0.
4. Open Forum - None
5. Action Items
5.1 William H. Houlton Conservation Area Steward
Mr. Hecker presented his staff report. Introduced Aaron Brixius and Michael
Schroeder as William H. Houlton Conservation Area Stewards.
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
accept staff recommendation to recommend Aaron Brixius and Michael
Schroeder as the William H. Houlton Conservation Area Stewards. Motion
carried 5-0.
5.2 Park Dedication — Elk Path Business Center Fifth Addition
Mr. Leeseberg presented his staff report.
Anderson asked about trail connections along southern side. Staff indicated the trail
connection can be obtained when the south Outlot is platted.
Moved by Commissioner Niziolek and seconded by Commissioner Sagan to
accept staff's recommendation to recommend approval to City Council to
accept park dedication for 8.65 acres of land at the rate applicable when the
subdivision is released for recording. Motion carried 5-0.
5.3 Park Dedication — River Park Fourth
Mr.Leeseberg presented his staff report.
Moved by Commissioner Sagan and seconded by Commissioner Niziolek to
accept staff's recommendation to recommend approval to City Council to
accept park dedication for 4.70 acres of land and for 55 lots at the rate
applicable when the subdivision is released for recording. Motion carried 5-0.

5.4 Parks and Recreation Master Plan Project Priorities
Mr. Sevcik presented his staff report.
Council member Wagner,asked if city council is not comfortable lead with the$4.6
million will there be a backup plan?
Mr. Hecker stated it could be brought back to commission if council wants the total
adjusted.
Commissioner Holmgren arrived 6:50 p.m.
Moved by Commissioner Nystrom and seconded by Commissioner Sagan to
recommend the Parks and Recreation Master Plan Project Priorities to the
City Council. Motion carried 6-0.
5.5 Hillside City Park Master Plan Committee Member
Mr. Hecker presented his staff report.
Commissioner Anderson stated he would like to be on the committee.
Moved by Commissioner Holmgren and seconded by Commissioner Sagan to
recommend Commissioner Anderson to the Hillside City Park Master Plan
Committee. Motion carried 6-0.
5.6 Woodland Trails Park Master Park Plan
Mr. Sevcik presented his staff report.
Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan
to recommend approval to City Council of the Woodland Trails Park Master
Plan. Motion carried 6-0.
6. Discussion Items
6.1 Park and Field Improvements
Mr. Sevcik presented his staff report.

Commissioner Anderson stated that the Dave Anderson Athletic Complex projects
would be impacted if fields are moved.
Mr. Sevcik shared that each of the items listed for the Dave Anderson Athletic
Complex would be used at the future site.
Commission agreed that the list of projects looked good to move forward.
6.2 Deer Herd Management
Commissioner Anderson shared that there is a plan that will go to City Council for
approval.
Mr. Sevcik shared details of the proposed Deer Herd Management plan.
Commissioner Sagan asked how long the proficiency certificate if good for.
Mr. Sevcik said it was good for the season.
Commissioners discussed herd count tactics for this year.
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report.
8. Multi-purpose Community Center Steering Committee Update
Commissioner Nystrom shared an update. Revise and refine final report to go to
City Council.
9. William H. Houlton Conservation Area Committee Update
Commissioner Anderson shared an update. Parking lot is going in this week. Grand
opening is September 10,2016.

There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:26 p.m.
