Action Requested
Recommend,by motion,park dedication for the Final Plat of River Park 4th continues to be as follows:
1. Park dedication shall be accept in the form of 4.70 acres of land, and;
2. Shall be similar to the July 13, 2016 Parks and Recreation Commission Sketch Plan;and
3. Park dedication, for 45 lots, shall be paid in the form of cash.
Background/Discussion
During their work session meeting on July 13,2016,the Parks and Recreation Commission,reviewed the
size, configuration, and possible uses of the proposed park area as well as the area beneath the power line
corridor.
After lengthy discussion of the property under the powerline corridor, the unknown final topography of
the proposed park,possible uses, and parking lots versus on-street parking, the commission
recommended the following in regards to design/layout and park dedication.
Design and Layout
More street frontage is needed along the park to provide for on-street parking. It was agreed that the
street frontage from the 2004 Preliminary Plat was still preferred. They did not like the introduction of
the extra park land area that was tucked behind the backyards of the proposed lots. They did not like so
many lots backing up to the park property. They also want to see the park open up more onto 188`"

Park Dedication
Park dedication continues to be in the form of 4.70 acres of land with the remaining portion paid in cash
for 45 lots.
After the July 13,2016 Parks and Recreation meetings, staff emailed the applicant on July 15, 2016
requesting that if they make any revisions per the direction given at the July 13 meeting, to provide the
revisions to staff by August 1, 2016 to include in packet. At the time this memo was drafted, the
applicant did not provide any revised drawings for the Parks and Recreation Commission to review.

Don,
I have attached a sketch of what I heard the Parks and Recreation Commission indicate they were looking for in
terms of park size and layout. They were looking to maintain the street frontage as shown on the original 2004
preliminary plat and also discussed some additional frontage on the east side. It was clear they wanted limited
backyards adjacent to the park area. They liked how Trott Brook Park functions in size, topography, and its
relationship to streets and backyards. They also desired this park to have similar types of amenities found in Trott
Brook Park. Prior to the City Council reviewing this application,we will bring any revised layouts back to the Parks
and Recreation Commission for their review/approval on August 10,2016. If you make revisions,please provide
them to me by August 1,2016 to include in their packet.
Because the park size seemed to be new news to your team during the work session, I have also attached the Parks
and Recreation staff reports from Miske Meadows, River Park 3rd, and River Park 4th applications.
