Adopt,by motion, a resolution supporting funding requests associated with the Woodland Trails Park.
Background/Discussion
The Greater Minnesota Regional Parks &Trails Commission has designated Woodland Trails Park as a
Regionally Significant Park making the park eligible for grant funding for projects listed in the park's
master plan. The funding application requires a resolution supporting funding requests.
Funding applications will be accepted until September 2, 2016. Funding for our initial cycle is for FY18,
with successful applications having access to grant funding in July 2017.
Financial Impact
There is no financial impact to the city outside of staff time to complete the funding application.

Resolution 16-
A Resolution of the City of Elk River Supporting a Grant Funding Request Associated with
the Woodland Trails Park
WHEREAS, the City of Elk River has the legal public authority to sponsor a grant funding request
associated with Woodland Trails Park (PROJECT),which has been designated by the Greater Minnesota
Regional Park and Trail Commission (COMMISSION) as a regional park.
WHEREAS, we are fully aware of the information provided in the funding request,including any non-
state match and other long-term commitments (as defined in the funding request),related master plan and
any supporting information as submitted.
WHEREAS, if selected for funding by the COMMISSION, the City of Elk River shall act as legal sponsor
for the PROJECT contained in the Department of Natural Resources (DNR) Parks &Trails Legacy Grant
Application (STATE'S GRANT APPLICATION) and that Michael Hecker is hereby authorized to apply to
the DNR for funding of this project on behalf of the City of Elk River.
WHEREAS, the City of Elk River has not incurred any development costs and has not entered into a
written purchase agreement to acquire the property described in the funding request and therefore, also in
the State's Grant Application.
WHEREAS, the City of Elk River has or will acquire fee title or permanent easement over the land
described in the funding request and therefore, also in the State's Grant Application for regional parks.
WHEREAS, upon approval of its application by the state, the City of Elk River, may enter into an
agreement with the State of Minnesota for the above-referenced project, and that the City of Elk River
certifies that is will comply with all applicable laws and regulations as stated in the grant contract including
dedicating the park property for uses consistent with the grant program into perpetuity.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,Minnesota, as
follows: Parks and Recreation Director Michael Hecker is hereby authorized to execute such agreement as
are necessary to implement the project on behalf of the City of Elk River.

The FTeam scoring evaluation resulted in a score of 378.75 for your application, out of 560 points
possible,
Having successfully completed this extensive and thorough process,your facility is designated and is
eligible to submit a funding application through our online portal, Funding applications will be accepted
urntii September 2, 2016. at Spin. Funding for this cycle is for Fy18, with successful applicants having
access to grant funding in luny 2017,

This master plan could have used more photographic and descriptive information, Itdidn't sell its
historic and natural resource preservation and environmental quality as well as it could have.

Criteria 1 - slice but nothing unique with the exception,of the glacial geology.
Criteria 2 -Geology and some connectivity of natural lands is important. Diversity could be
restored if a priority,
Criteria 3 -This is a regionally well connected park. Don't think it's a tourist destination.
Criteria 4- foot the only opportunity in the region,
The proposed recreational facility,improvements would enhance the value of this large natural
area for the growing area population.
