I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:46 p.m. by Chair Toth.
2. Pledge of Allegiance
IllThe Pledge of Allegiance was recited.
3. Consider 7/5/2016 Agenda
Moved by Commissioner Kuester and seconded by Commissioner Eder to approve
the July 5,2016, agenda.
Motion carried 4-0.
4. Consent Agenda
Moved by Commissioner Kuester and seconded by Commissioner Eder to approve
the consent agenda as follows:
4.1 June 6,2016,Regular Meeting Minutes
4.2 Check Register
4.3 Balance Sheet
4.4 Revenue/Expenditure Report

There were no public hearings.
7.1 HRA Rehab Update
Ms. Eddy presented the staff report. She outlined the ways staff is promoting the program
opportunities by direct mailings, an article in The Current, an article in the StarNews,and
social media campaigns. A video production will soon be available promoting the program
details with before and after footage on the cable channel and YouTube.
Chair Toth asked if the rehabilitation target area could be modified to include more
neighborhoods.
Ms. Eddy stated the target area is outlined in the policy but could be reviewed next year to
determine if there was a need for expanding the area.
7.2 HRA/EDA Website Update
Ms. Eddy presented the staff report. She indicated the website went live on June 22. She
indicated staff would receive monthly analytic reports which would be provided to the HRA
on a quarterly basis.
