Action Requested
Approve, by motion, change order requests for the construction of the Rivers Edge Commons Park
Expansion.
Background/Discussion
With Rivers Edge Commons Park expansion work beginning, staff has identified opportunities for
additional features to enhance the park beyond the original scope City Council approved. The items
include the installation of WiFi, 220v power for cable television, and expanding the primary staircase to 8
feet in width.
The electrical-related features included in Alternate #2 the Council rejected in the construction bids on
April 4, 2016, which also included decorative parking lot lighting. The Sherburne-Wright Cable
Commission staff is very interested in the 220v power and WiFi to broadcast live from the park. The
EDA staff successfully submitted and received funding last November through a Blandin Broadband for
WiFi and use of Cable Franchise Fees is proposed to pay for the power upgrade.
Staff also recommends increasing the width of the new west staircase from its original 6.5 feet to 8 feet to
provide for a better ailseway for wedding processions. The project contingency fund at this time has
sufficient funds for the staircase expansion.
A summary of the recommended change order requests with costs and corresponding funding source is
as follows:
1. WiFi Equipment and fiberoptics $10,000 Blandin Grant
2. WiFi conduit and CAT cabling $2,200 Cable Franchise Fee Fund
3. 220v power to pedestal at lower parking lot $3,650 Cable Franchise Fee Fund
4. 2-sided 220v cabinet with communications $11,250 Cable Franchise Fee Fund
5. 8-ft wide staircase $2,400 Project Contingency
Financial Impact
There is no impact to the city General Fund.
