Subject: Community Center/Park Projects Referendum Update
The City Council had a work session on Tuesday,September 6 to discuss the list of recommended
park projects for the referendum. The consensus was for the following park improvement projects
with a total amount not to exceed 2 million:
• Skate Park($350,000)
• Splash Pad ($650,000)
• Orono Parking Lot ($400,000)
• Orono Restrooms ($250,000)
• YAC Restrooms ($250,000)
• Hillside Trail Redevelopment ($100,000)
The work of the Community Center Steering Committee is complete with the recent adoption of the
Community Center Feasibility Plan. The plan adopted by City Council will be passed out to
Commission Members on September 14. It is currently available on the city website The
recommended site is the Orono Park/Dave Anderson Athletic Complex. Concepts of this site are
attached.
City Council approved a resolution to place two ballots on the November 8 General Election. A
copy of the ballot proof is attached to this update.
• Ballot Question One is for an amount of$30 million to provide funds for the community
center and park improvement projects outlined above.
• Ballot Question Two is for an amount of$4 million to provide fund for a year-round
programmable athletic space
In a two-part referendum,voters will first be considering a$30 million bond question.Within that
proposal,the city is requesting$28 million to finance the community center. As part of the $30
million question are the park improvement projects for$2 million. The money to remove the
softball fields at the Dave Anderson Athletic Complex is included in the $28 million. A second
question in the Nov. 8 referendum will ask voters to approve up to an extra$4 million for financing
a separate,year-round,enclosed,athletic facility with field space. Question No. 2 is only considered
if question No. 1 passes.The city has built in some flexibility with the second question to enable
partnerships with community organizations.
