SUBJECT: Authorization to Hire Wastewater Operator
The City of Elk River Wastewater Department has interviewed seven applicants Eor the
vacant Wastewater Operator position. We then interviewed three applicants a secpnd time.
Matt Stevens clearly stood out among the applicants. Matt is a graduate of the W:!.stewater
Program at St. Cloud Tech. and has been employed by the City of Long Prairie a~ a
Wastewater Operator for the past 18 months. I would like to recommend the hiring of
Matt Stevens contingent upon passing the drivers license background check and qirug and
alcohol screening. I am requesting to start Matt's employment in the middle of Ja~'lUary 2005
at step 9, pay grade B, which is $16.45 per hr.
There is still one Wastewater Operator position vacant. We have employed Davicll Hubner,

also a graduate of St. Cloud Tech., on a temporary basis. Dave's full-time oppor~nity will be
decided in February when he takes the entry level wastewater exam. If at that time he doesn't
pass the exam, the hiring process will have to be gone through again to fInd another
Wastewater Operator.
