Background/Discussion The Minnesota Legislature appropriated$10 million to the James Metzen Mighty Ducks Ice Arena Grant program. The appropriation specifically funds projects that eliminate the use of R-22 refrigerant or improve indoor air quality in ice arenas. Available grants are in the following amounts: ■ $250,000 for developing new ice sheets ■ $200,000 for improving indoor quality in ice arenas ■ $400,000 for eliminating R-22 refrigeration for direct cooling systems ■ $ 50,000 for eliminating R-22 refrigeration for indirect cooling system The city will be applying for the grant awarding$400,000 to replace the rink's direct cooling systems. Financial Impact N/A Attachments ■ Resolution ■ James Metzen Mighty Ducks Grant Application POWERED 6T AR City of Elk River Resolution 16- A Resolution of the City of Elk River Authorizing the Filing of the Application and Commitment to Execute the Grant Agreement if Funds are Awarded WHEREAS, The Minnesota Amateur Sports Commission (MASC),via the State General Fund,provided for general funds to assist political subdivisions of the State of Minnesota for the fulfillment of the purpose and goals of the James Metzen Mighty Ducks Grant Program, and WHEREAS, the City of Elk River desires to complete its project named City of Elk River Community Center located at Gary Street and Business Center Drive. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,Minnesota, as follows: 1. That the total cost of completing the project shall be $30,000,000 and the City of Elk River is requesting$400,000 from the James Metzen Mighty Ducks Grant Program and will assume responsibility for a matching contribution of$400,000. 2. The City of Elk River agrees to own and assume 100 percent operational costs for the facility or equipment, and will operate the facility or equipment for its intended purpose for the functional life of the facility or equipment which is estimated to be 30 years. 3. The City of Elk River agrees to enter into necessary and required agreements with the MASC for the specific purpose of completing the project. 4. That a request for reimbursement be made to the MASC for the amount awarded after the completion of the project. 5. That Rich Czech,Arena Manager for the City of Elk River is authorized and directed to execute said application and serve as the official liaison with the MASC.
