Background/Discussion
Case No. CU 16-09
The City Council reviewed this application at their July 18, 2016, meeting. The Council postponed action
on the request and directed staff to expand the definition of Recgcling Processing Centers to allow the staging
AR
of vehicles for salvage or processing off site and to evaluate the current tree planting requirements,
specifically as they relate to developed sites. Staff presented ordinance amendments (OA 16-10 & OA
16-11) to both of these items on September 19, 2016.
Vehicles
With an approval of OA 16-10, the staging of motor vehicles for processing off site shall be permitted in
Recycling Processing Centers. The salvage of motor vehicles and machinery parts will continue to be
prohibited.
Landscaping
With an approval of OA 16-11, the credit for existing trees will increase, resulting in the subject property
meeting the tree requirements of the ordinance. The existing site has credit for 43 trees with the new
ordinace.
Fencing
At their August 1, 2016, work session, the City Council indicated they would not require fencing along
the east and south property lines as the adjacent properties are industrial. Some of the non-traditional
industrial uses that can occur in industrial districts are:
■ Offices
■ Medical, dental, and optical labs
■ Retail sales
■ Drycleaners
■ Government offices
■ Brewer taprooms
■ Research and design facilities
The applicant is proposing chain link fencing with vinyl slats. Staff continues to recommend against vinyl
slats.
Financial Impact
None
Statutory Review Period
Per State Statute 15.99 the required 120 -day review period ends on September 28, 2016.
