Action Requested
Recommend,by motion,approval of the Conditional Use Permit, for 19776 Gary Street,with the
following conditions:
1. The authorized Conditional Use Permit shall be recorded.
2. Prior to recording,the city's Building Official and Fire Marshal shall inspect the building for
compliance with all state and local building codes.
3. The authorized use shall not begin until the Conditional Use Permit is recorded.
4. If the proposed work described in the application and Conditional Use Permit has not been
substantially completed within two years after the Conditional Use Permits date of issuance,
the permit shall expire and become void.
5. If the authorized use ceases for more than six months, the Conditional Use Permit shall
expire.
6. The applicant must apply for and receive approval for all required permits before any
construction may begin.
7. The hours of operation shall be 8 a.m.—4 p.m. Tuesday-Saturday.
8. Signage shall not exceed four square feet.
9. There shall be no customer parking on the street.
10. No more than four customer vehicles shall be parked in the driveway.
11. With the exception of transferring from a vehicle to the facility,customer's dogs (or other)
shall not be allowed outside.
12. All customer's dogs shall be leashed or kenneled when outside.
13. If a dog is barking,any facility windows shall be closed.
Background/Discussion
The property is zoned R1-a where home occupations for dog grooming require a Conditional Use Permit
(CUP).
The applicant is seeking a CUP to operate a dog grooming facility in an attached accessory structure.
Analysis
Comprehensive Plan
The Comprehensive Plan guides the property as Residential where Rural Residential uses are guided to be
developed as residential use in areas outside of the Urban Service Area that are not currently served by

municipal sewer and water. The city ordinance allows home occupations in residential districts. The use
will be consistent with the comprehensive plan.
Hours of Operation
The proposed hours the business will be in open are 8 a.m.—4 p.m. Tuesday-Saturday. The maximum
number of people working there at one time will be two.
Signage
The applicant is proposing a small metal sign hanging from their mailbox and a vinyl sign in the front
facing window. The window sign cannot exceed four square feet.
Transportation/ Circulation
The applicant proposes to use the driveway for customer pickup and drop off with no long term parking.
There appears to be enough space on the driveway to provide for 3-5 standard sized vehicles.
Landscaping
Because all of the adjacent homes are screened from the subject site by natural screening, the applicant
does not propose to install any additional landscaping for screening.
There will be no outdoor storage for this building.
Applicable Regulation
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate
vicinity or the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city.

Project Narrative:
We are proposing to build a grooming shop at our home.The hours of operation will be 8am-4pm
Tuesday—Saturday.The maximum number of people working there at one time will be 2. Customers
will use our driveway for pickup and drop off and there will be no longer term parking. We do not
propose to screen the site as it is on our property and there is natural screening(Trees/bushes)around
the proposed location.
The proposed building materials will be a combination of steel/wood 2x4's, sheetrock,siding and
standard roofing materials all meeting applicable design/construction standards. It will be constructed
similar to a detached garage with it's own septic tank system .
Our purposed signage will include a small metal sign hanging from our current mailbox and a sign in the
front facing window made out of vinyl.There will be no outdoor storage for this building.
