1.Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Vice Chair Konietzko.
2.Pledge of Allegiance
The Pledge of Allegiance was recited.
3.Consider August 23, 2016, Planning Commission Agenda
Moved by Commissioner Larson-Vito and seconded by Commissioner Nicholas to
approve the August 23, 2016, Planning Commission agenda. Motion carried 6-0.
4.1 Consider July 26, 2016, Board of Adjustments Minutes
Moved by Commissioner Feinstein and seconded by Commissioner Larson-Vito to
approve the July 26, 2016, Board of Adjustments minutes. Motion carried 6-0.
4.2 Consider July 26, 2016, Planning Commission Minutes
Moved by Commissioner Nicholas and seconded by Commissioner Thie
the July 26, 2016, Planning Commission minutes. Motion carried 6-0.
5.1 Progressive Builders
Conditional Use Permit Ï Establish River Park Meadows PUD
Preliminary Plat Ï River Park Meadows, Case No. P 16-15
The staff report was presented by Zack Carlton. Staff recommend
preliminary plat with the conditions as stated in the staff repo

Chair Johnson opened the public hearing.
Kathy Artman, 19159 Ivanhoe Drive NW Ï questioned the future use of Outlot C, who
will maintain it and what it will look like, and the timeline for the project. She stated that it
is already noisy at the site.
Mr. Carlton stated that construction will start this year. He explained that the street will b
torn up to replace the water lines. Outlot C is a stormwater pond which the city will own and
maintain. He stated that he was not sure what the maintenance plans would be and would
need to check with engineering.
Motion by Commissioner Larson-Vito and seconded by Commissioner Feinstein to
recommend approval of the request by Progressive Builders for a Conditional Use
Permit to establish the River Park Meadows PUD, with the following conditions:
1.Street lights shall be installed as required by Elk River Utilities.
2.All mailboxes shall be clustered.
3.Staff approval of all required plans, including landscaping and utility plans.
Motion carried 6-0.

Motion by Commissioner Nicholas and seconded by Commissioner Crook to
recommend approval of the request by Progressive Builders for Preliminary Plat
approval for River Park Meadows, with the following conditions:
1.Address all comments in the comment letter dated August 16, 2016.
2.Staff approval of updated Preliminary Plat.
Motion carried 6-0.
5.2 City of Elk River Ï Ordinance Amendment
Ordinance Amendment relating to Recycling Processing Centers, Case No. OA 16-
10
The staff report was presented by Chris Leeseberg. He noted tha

Commissioner Crook asked how the number of vehicles allowed would be addressed. MR.
Leeseberg explained that it would depend on the size of the property.

recommend approval of the request by the City of Elk River for an ordinance
amendment to Section 30-1, Definitions, relating to Recycling Processing Centers,
Case No. OA 16-10. Motion carried 6-0.

Ordinance Amendment relating to Tree Ordinance, Case No. OA 16-11
The staff report was presented by Chris Leeseberg. Staff recomm
ordinance amendment as proposed.

6.1 City Council Liaison Update
Councilmember Burandt reviewed the August 15, 2016, City Council
planning items from the July 26, 2016, Planning Commission meeti
