I. Call Meeting to Order
Pursuant to due call and notice thereof, the work session meeting of the Elk River
Parks and Recreation Commission was called to order at 7:30 p.m. by Chair
Anderson.
• 2. Discuss Park Area for River Park Fourth/Miske
Mr. Leeseberg shared staff report.
Paxmar Developer,Don Jensen provided a new sketched plan.
The Commission discussed the additional land and configuration, sharing the criteria
for accepting land from the memo on page 2.
Chairman Anderson stated he continues to have the same opinion of acres,and not
including the land under the powerlines in park dedication.
Mr.Jensen, stated that they are now bringing forward an adjacent plat to provide
access to the corridor space. He asked the city to dream big and see it as a resource,
asking not for a resolution that this have value and they are providing the
neighborhood with dog park,school programs,nature settings,walking trails,and
biking trails. He would appreciate the city seeing it as a resource.
Commissioner Niziolek doesn't see its connectivity to the larger part of the
community only to the development itself.
Commissioner Nystrom tried to figure out the connection to other places,not seeing
it, stating that the topography is a challenge.

Mr.Jensen shared that the property to the south east would give an area to build • 1
trails and discussed how to connect the new neighborhood through trails to other
areas.
Council member Wagner asked if a paved trail can be put under the corridor.
Commissioner Anderson shared that the commission doesn't see the value of the
power line corridor as park dedication as it will always be there.
Mr.Jensen stated they are looking for a credit for the corridor area,indicating there
is no plan in place for what type of programming could be done in the corridor area.
Commissioner Sagan stated to keep it open for future discussions as it could expand
in the future.
Chairman Anderson shared he is not recommending park dedication for the corridor
at this time.
Mr.Jensen shared updates to the park area that has no additional street adjacent to it
and with a parking lot.
Chairman Anderson shared that the city keeps parking lots out of the neighborhood
parks due to the cost of future maintenance.
Mr.Jensen shared the park will be added onto in the future to the south when that III
development is built. Once the program spaces are determined it will lead to what
type of park it will be.
The Commission discussed if a road (as shown on the Preliminary Plat from 2004
should be adjacent to the park.This was in reaction to the minimal amount of on
street parking with the proposed layout.
Commissioner Niziolek likes the road or a commitment to more road access on the
northwest side.
Chairman Anderson stated the bottom southeast lots have encroached into the park;
and is not comfortable with so many lots backing the park property.
Mr.Jensen explained that the street on the east side was moved more west due to
wetland regulations.
The Commission discussed what types of spaces could go into this park.
Chairman Anderson stated he prefers to keep 187th Lane and remove the four to five
lots on south east side of the proposed park.

S The Commission discussed the option of taking out lots 9, 10, 11 on 188th Ave,to
add more street frontage,the keeping or not keeping 187 'Lane,and how to
program it in the future
Council member Wagner shared that the commission wants more street frontage and
no programming needs are made at this point.
Commissioner Niziolek wants this park to be like Trott Brook Farms Park in terms
of street frontage,proximity to backyards,and programming.
Mr.Jensen reminded the commission their company can only deal with the one half
of the park at this time.
The Commission stated they would like to see more street frontage,the same
amount of land (4.7 acres),and less backyards abutting the park. They indicated they
wanted to see this item again.
3. Adjournment
There being no further business, Chair Anderson adjourned the work session
meeting of the Elk River Parks and Recreation Commission at 9:40 p.m.
