PRSR 10-12-2016 City of Meeting of the Elk River Parks and Elk � Recreation Commission River Held at the Elk River City Hall Wednesday, September 14, 2016 Members Present: Chair Anderson, Commission members Ahlness, Holmgren, Niziolek, Nystrom,Kallemeyn, and Sagan Council Liaison: Ms. Wagner Staff Present: Parks and Recreation Director,Michael Hecker, Recreation Manager, Steve Benoit,Park Maintenance Supervisor,Tim Sevcik, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 9/14/16 Agenda Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn to approve the September 14 2016, Parks and Recreation Commission meeting agenda. Motion carried 3.1 Consider 8/10/16 Regular PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Ahlness to approve the following August 10,2016 Parks and Recreation Commission Minutes. Motion carried 7-0. 4. Open Forum Debbie Chanthanouvang, 10648 184th Ave. NW talked about issues in the Trott Brook Park and putting in motion sensor lighting along the parkway to help cut down on the violence and crime. Police have been called may times. 5. Recognition of former Commissioner Charles Schuldt Commissioner Sagan recognized former Commissioner Charles Schuldt for his service on the Parks and Recreation Commission and extended his deepest sympathies to the family. 6.1 Eagle Scout Presentation Eagle Scout Rand Carlson presented his Eagle Scout project to build a 1/2mile trail in Hackberry Loop in Woodland Trails Park. il Parks&Recreation Commission Minutes Page 2 September 14,2016 6.2 Park/Program Highlight— Farmers Market Mr. Benoit highlighted the 2016 Farmers Market. 6.3 Park/Program Highlight - Tree Planting Gina Hugo recognized the Boy Scout Troops for being involved with volunteer tree planting in the community yearly since 2009. 7. Action Items 7.1 Woodland Trails Park Name Change Mr. Hecker presented his staff report. Sharing that the ten day notice for a public hearing will be posted before the October commission meeting to change the name to Woodland Trails Regional Park. Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to accept staff recommendation to post a public hearing notice for the October Commission Meeting to rename Woodland Trails Park to Woodland Trails Regional Park. Motion carried 7-0. 8. Discussion Items - None 9. Parks and Recreation Director Update Mr. Hecker presented his staff report. 10. Division Manager's Update Mr. Benoit presented his staff report. I I. Houlton Conservation Area Committee Update Chair Anderson shared that the Open House on September 13,2016 had about 175 people in attendance. Call Meeting to Order Pursuant to due call and notice thereof, the work session meeting of the Elk River Parks and Recreation Commission was called to order at 7:45 p.m. by Chair Anderson. 2. Hillside City Park Plan Mr. Hecker shared the Hillside City Park Plan. Commissioner Kallemeyn asked if there any hazardous waste concerns with the property being a former dump. Mr. Hecker stated no hazardous waste concerns were documented. Commissioners shared feedback regarding suggested changes to the plan. Council member Wagner questioned if not doing curb and gutter is okay when we require business's to put it in. Commission discussed that Class 5 would be acceptable for the type of park that it is. 3. Discuss Park Improvement Fund Projects Mr. Sevcik led discussion regarding the Park Improvement Fund. 4.
