DISCUSSION:
We will be conducting our last round of shutoffs October 1 1th before the Cold Weather Rule
comes into play for the time period of October 15th through April 15th. A verbal update will be
provided at the meeting.
Assessment letters went out to approximately 450 property owners with outstanding balances of
sewer,water,trash, storm water, and some electric accounts with the related franchise fees,per
Minnesota Statutes and Elk River City Code. Property owners have until the end of October to
pay or have it assessed on their tax bill. Should you receive phone calls on this, you may always
refer them to the office for details.
The accounting staff(Jenny B and Melissa), along with the billing staff(Meridee, Jennie N, and
Michelle M), have worked many hours this month in preparation for the sale of the security
department. The data preparation and the details of recording the sale have all required lots of
work. The last task to be done with the sale is to transfer the physical customer files.
Customer Service Week was celebrated October 3-7 to honor and appreciate the staff providing
excellent customer service to our customers. We provided lunch on Monday and had some
"Office Olympics"with a small activity every day to have some fun throughout the week.

DISCUSSION:
• Had nine new services.
• Continue working on collecting data with the GPS for our ArcView maps as time
permits.
• Finished putting in wire, terminating, and transferring the customers to the new
infrastructure in River Ranch. Tear down of the old infrastructure will be a fill in job as
time permits.
• Finished working on changing out some of the rusty junction boxes and removing them if
no longer necessary.
• Continue installing a new feeder from the east side of HWY 169 by GRE to the east side
of HWY 10 across from Nature's Edge Business Center. This feeder will give us a feeder
loop under HWY 10 and will be used when we acquire Area 2 from Connexus.
• We are working on joint trenching in River Ranch Third Addition. Michaels Corporation
has placed the wire and boxes and we'll be working on the transformers, pedestals and
street lights.
• Rebuilt an underground single phase tap on 207th
• Had to install some primary and a transformer for a new gas service on HWY 10 north of
165th Ave.
• Acquired Area 2 from Connexus on September 20th. We are now in the process of
changing out locks, removing tags from poles, and adding new signage to underground
equipment. Throughout this process, we'll be verifying what's in the map book to make
sure it's correct.
• Reid Nelson, one of our apprentice lineworkers has given notice. Reid has accepted a job
with Wright Hennepin. His last day will be October 14th.

DISCUSSION:
• In September, the Locating department had a total of 392 locate tickets; consisting of five
emergency tickets, one cancellation, seven meetings, 335 normal tickets and 35 updated
tickets.
• Electric Technicians continue with the meter reading,power bill, substation checks, hanging
red-tags, meter read-outs, dealing with meter and off-peak issues, as well as delivering and
• installing new meters to commercial customers. They continue to change out the three phase
meters with meters that will be read by radio ERT. Meter changes for Area 2 are being
installed as well as auditing last year meters acquired from Areas la and lb.
• Metering department is working with Itron to acquire and install replacement software for
MVRS;the new software will give us greater capabilities in meter reading and data sharing.
• The power plant staff did the monthly engine run on September 30th. All engines with the
exception of engine 4 ran well. We are currently working on engine 4 to determine why we
could not get that one online.
• Mapping department is very close to being finished with getting entire service territory map
updated to reflect entire system in Esri mapping software. They continue to enter GPS
points and attribute points for our systems assets.
