MEMORANDUM TO: Mayor and City Council FROM: Bill Maertz, Director of Parks and Recreation DATE: january 18, 2005 SUBJECT: Parks and Recreation Department Staffing Background The Parks and Recreation Department is budgeted for a new 25 hour per week clerical position in 2005. Currently the 20 hour per week of Recreation Coordinator is vacant. Staff proposes to combine these two positions into one full-time Recreation Coordinator. This position will be responsible for the scheduling and coordinating of recreational facilities, assisting in the coordination of programming, and provide clerical support for the Director of Parks and Recreation. The person in this position will be responsible for managing the adult softball leagues, which will be under city management for the fIrst time, in 2005. Recommendation Staff recommends creating a full-time Recreation Coordinator due to the growth of both programming and administrative work. Budget Implications This staffIng change will be budget neutral in 2005. The full time wages will be equivalent to the two part time jobs. By delaying the hire until the second quarter of the year, the cost of benefIts will have no impact on the 2005 budget. Position Summary The Recreation Coordinator position is responsible for the scheduling and coordinating of recreational facilities as well as assisting in the scheduling and coordination of programming opportunities. They also provide clerical support for the department. Essential Functions 1. Design, Plan, Organize, and Administer Recreational Programs and Activities. A. Reserve facilities for programs and activities. B. Manage program fee structure to cover costs and assure affordability. C. Assure adequate staffIng and supplies for programs and activities. D. Prepare program descriptions for all promotional material. E. Actively promote and publicize programs offered. F. Assist with the coordinating of all marketing for these activities. G. Work various programs as needed. 2. Perform Support Services for Recreation Facilities. A. Locate and reserve facilities/athletic fields. B. Coordinate schedules to assure proper scheduling and payment procedures. C. Assist with the scheduling and coordinating arrangements for activities, meetings, programs, etc. D. Set up and maintain meeting/activity spaces. 3. Perform Office Duties. A. Receive and route calls/visitors. B. Answer routine questions. C. Greet the public. D. Provide information, explanation, and assistance for departmental services, programs, policies and procedures. E. Register participants in recreational programs. 5. Perform Communication Activities. A. Type/word process information. B. Public speaking/presentations/community training. C. Compose, edit and proofread material. Page 1 6. Performs other essential job duties. A.
