Background/Discussion Staff has solicited a quotation from Hakanson Anderson, Inc. to provide professional services relating to the design and construction of the Line Avenue Improvement project. Hakanson Anderson is completing the same services on the 2017 Street Improvement project. Staff desires to amend their contract to also include providing services for the Line Avenue Improvements. If land acquisition advances in a timely manner, we are hoping these two projects could be bid in the same construction packet to gain efficiencies in the pricing. Financial Impact The total financial impact for engineering services associated with this project will be $56,200 and be paid through the Line Avenue Improvement Project budget. Our Project Understanding, Proposed Scope of Services, Project Schedule, Project Team and Proposed Fee for this project are described below. PROJECT UNDERSTANDING The project consists of the realignment and reconfiguration of Line Avenue and 5th Street. Line Avenue currently connects Twin Lakes Road to Main Street. The current alignment of Twin Lakes Road was constructed in 2003 making the Line Avenue connection unnecessary. The City is considering constructing a cul-de-sac on Line Avenue south of the 5th Street intersection to eliminate the north-south route that serves as a short cut through a residential area. The existing residences on the west side of Line Avenue and commercial property on the east side of Line Avenue will continue to have access from Line Avenue via Main Street. Line Avenue north of 5th Street will be realigned to provide an east-west connection with 5th Street. The Dodge Avenue and 5th Street intersection will also be realigned such that 5th Street west of Dodge Avenue forms a T intersection with the revised alignment of Dodge Avenue and 5th Street. The approximate project limits and proposed realignments are depicted in Figure 1 below. Figure 1. Approximate Project Limits Mr. Justin Femrite, City Engineer October 12, 2016 Page 2 PROPOSED SCOPE OF SERVICES The services provided by Hakanson Anderson will include field reconnaissance, site surveys, design development, preparation of a complete set of construction plans and specifications, bidding, construction staking, construction observation, and construction administration. Plans shall meet all current Municipal State Aid requirements and be in conformance with the City of Elk River standards. Our proposed services are further defined below. PROJECT INITIATION AND FIELD RECONNAISSANCE Hakanson Anderson will perform a field reconnaissance of the project area to review the site conditions and determine areas that are critical to the project design. Locations of existing major utilities that are visible from the surface will be reviewed such that early coordination with the utility companies can be accomplished. All available background data, such as reports prepared by others, as-built plans, and other pertinent data will be reviewed. Estimated Cost: $1,200 SURVEYING SERVICES The surveying services will include field collection and processing of topographic and survey control within the project corridor. Prior to beginning the field work, a gopher one locate request will be called in such that existing utility data can be located. All data will be collected with a robotic total station and will be accurate to + 0.01 foot. Existing right-or-way will be computed and depicted in the construction drawings. Estimated Cost: $3,600 UTILITY COORDINATION MEETING Hakanson Anderson will conduct a utility coordination meeting with the affected utility owners to provide advance warning of the proposed project and allow ample time to coordinate relocation of utilities if necessary. Hakanson Anderson will consider utility owners requests and incorporate them into the project design if appropriate. Estimated Cost: $600 DESIGN DEVELOPMENT Hakanson Anderson will prepare the detailed design for the project and determine preliminary and final horizontal and vertical alignments, necessary pavement and lane configurations, and necessary drainage improvements. Cross sections of the proposed improvements will be prepared such that detailed earthwork calculations can be generated from the existing and proposed surfaces. Estimated Cost: $6,000 Mr. Justin Femrite, City Engineer October 12, 2016 Page 3 RIGHT OF WAY EXHIBITS Based on the proposed design, Hakanson Anderson will prepare easement exhibits and descriptions which depict the additional right of way that is necessary to acquire. It is assumed that the actual right-of-way acquisition services and document preparation will be completed by others. Estimated Cost: $2,000 PREPARATION OF CONSTRUCTION PLANS Hakanson Anderson will prepare the construction plans for the project. Construction Plans will consist of: title sheet, estimated quantities, typical sections, construction notes, details, tabulations, removals, construction plan sheets, profile sheets, intersection details, striping and signing plans and traffic control plans. All plans will be in AutoCAD format. The City will provide the as-built drawings for Hakanson Anderson’s use for determining other pertinent plan data. The Construction Plans will be prepared in accordance with MnDOT State Aid standards. Hakanson Anderson will also provide a detailed engineer’s estimate for the project. The estimated items will conform to the MnDOT Standard Specification for Construction, 2016 Edition. Estimated Cost: $8,500 PROJECT MANUAL AND PERMITTING Hakanson Anderson will prepare the project manual and coordinate the permit processes. The project Manual will include the technical specifications, general conditions of the contract, special conditions of the contract, sample performance and payment bonds, the standard form of agreement, responsible contractor certifications, and other pertinent items for the project. Necessary permits are anticipated to include the NPDES Construction permit. Estimated Cost: $4,500 BIDDING During the bidding phase, we will answer questions from interested Contractors, clarify the plans and specifications, and issue addendums as necessary. We will also attend the bid opening, tabulate the bids, and review the bids for any errors or omissions. Upon determination of an apparent low bidder, we will perform investigations as necessary to determine the Contractor’s ability to perform the work. Estimated Cost: $1,600 CONSTRUCTION STAKING This phase consists of staking the proposed improvements during construction. It is assumed that construction staking will be necessary for: silt fence, removals, rough grading, storm sewer, blue- topping of gravel, curb and/or centerline finished grade stakes. Estimated Cost: $4,200 Mr. Justin Femrite, City Engineer October 12, 2016 Page 4 CONSTRUCTION OBSERVATION AND ADMINISTRATION This phase consists of observing the construction to ensure that all work conforms to the approved plans and specifications. The Project Manager will be available for clarifications or for interpretation of the plans and specifications and will make weekly site visits. We will record actual quantities of work and evaluate change order requests, if necessary. We will also prepare Pay Applications, and other pertinent items in administering the construction contract. It is proposed that no more than 4 weeks be allowed for the construction of the project. Estimated Cost: $24,000 SCHEDULE We would anticipate the following schedule for this project: Submit Proposal October 12, 2016 City Council Considers Proposal October 17, 2016 Kickoff Meeting with City Staff November 2, 2016 Topographic Survey November 7, 2016 50% Plan Set Submitted for City Review December 16, 2016 90% Plan Set Submitted for City Review January 20, 2017 City Council Considers approval of Plans/Ad for Bids February 6, 2017 Bids Opened March 2017 Construction Summer 2017 PROJECT TEAM The team for this project was carefully selected based on their qualifications, experience and availability. Due to the importance we have placed in serving you, your team will include many of our key employees with a wealth of relevant experience. We have assembled a team of qualified staff members to complete the work efficiently, cost effectively and professionally. Shane Nelson, P.E., is proposed to be the Project Manager. Shane is a Vice President of the firm and brings over 16 years of experience in street and utility construction to the team. Shane has designed and managed over 60 miles of newly constructed and reconstructed streets. Shane will be the day to day contact for the project and will be involved in all aspects of the project. Shane will lead the team and track the progress on a daily basis to ensure that the project remains on schedule. Shane will attend all meetings with the City, coordinate activities, closely manage all work and ensure that all responsibilities and services of the contract, and deliverables are completed on time and within budget. Craig Jochum, P.E., is proposed to be the Quality Assurance/Quality Control Reviewer. Craig is a Principal of Hakanson Anderson with over 25 years of experience in civil infrastructure projects. Craig has extensive experience in managing large infrastructure projects, determining critical paths for schedules, and excels in effective communication to ensure that projects are run smoothly and that all deliverables are prepared to the highest quality. Craig will peer review the construction plans and specifications in accordance with our established Quality Manual. Mr. Justin Femrite, City Engineer October 12, 2016 Page 5 Timothy Eggerichs, P.E., is proposed to be the Lead Design Engineer. Tim is in his sixteenth year with Hakanson Anderson and his focus has been on development of plans and specifications for street projects and comprehensive water resource engineering. Tim has successfully designed and managed numerous civil engineering projects including Municipal State Aid streets. Tim has successfully completed Municipal State Aid projects for the cities of Coon Rapids, East Bethel, Anoka, St. Michael, Ramsey and Otsego. Adam Thiele, P.E., is proposed to be a Design Engineer. Adam is a professional engineer with seven years of experience in the design and management of street, pavement, storm sewer, utilities, and pavement management. Adam has successfully completed numerous street construction, pavement maintenance and utility projects and will carry out individual tasks on the project design to contribute to the success of the project. PROPOSED FEE It is proposed that services will be invoiced on an hourly basis in accordance with the attached hourly rate schedule. Based on the above scope of services, our not-to-exceed fee for this project would be $56,200. OTHER CONSIDERATIONS It is assumed that the geotechnical services will be contracted separately by the City. We will assist the City in determining soil boring and core locations and will coordinate with the geotechnical firm. Right-of-way acquisition services are not included in this proposal.
