I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Heritage Preservation
Commission was called to order at 6:00 p.m. by Chair Fox.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider July 21, 2016, Agenda

to approve the July 21,2016, agenda.
Motion carried 4-0.
4. Consent Agenda
4.1 April 21, 2016, HPC Minutes
Council Liaison Jerry Olsen note the April 21,2016,meeting minutes spelled
"Olson"when it should be spelled"Olsen".
Commissioner Mortensen also stated the April 21,2016,meeting minutes spelled
"Mortenson"when it should be spelled"Mortensen".
Moved by Commissioner Mortensen with the spelling corrections and
seconded by Commissioner Nicholas to approve the April 21,2016,minutes.
Motion carried 4-0.

5.I Water Tower Subcommittee Update—discuss 50 I(c)(3) •
Commissioner Mortensen provided the progress update on the articles of
incorporation and the minutes.The application has been complete to the fullest
extent possible prior to an official board and the artifices of incorporation being
created and adopted.
Commissioner Mortensen also suggested submitted an advertisement in the paper
looking for individuals who are interested in being on the board, finalizing the
articles of incorporation,and adapting the bylaws as the board see necessary.Mr.
Carlton requested a paper copy of the articles of incorporation and advertisement,in
order to review and determine the next steps.
Through this process will provide an opportunity to help fund future heritage
preservation needs throughout the City of Elk River,and help formulate a group to
help maintain the water tower site as a whole.
5.2 Discuss Historic Walking Tour
Mr. Carlton provided an overview of the four walking tour brochures which were
created by students at St. Cloud State University in December of 2014. It was
understood that there were a favorites among the four brochures,however there
were concerns with each brochure due to spelling and historic information errors. •
Format:
Chair Fox and Commissioners Mortensen and Lindberg stated the "Elk River
Historic Downtown Tour" and the "Elk River,MN Historic Downtown Walking
Tour"brochure formats were favored over the others. The map following the city
streets and street labels is helpful to direct individuals through the tour.
Chair Fox stated the intent of these brochures is to provide brief summary,while
providing more detail on the website. Mr. Carlton noted there needs to be a balance
of information and text for individuals who do not want to utilize the website on the
tour.
Additional Sites:
Commissioners Mortensen requested Orono Cemetery and Bailey Station Cemetery
be added to the brochures. Mr. Carlton suggested the brochures having key locations
for the walking portion of the tour and adding additional sites as "extra interests"to
drive to.
Commissioners Mortensen requested the historic horse hitching posts be added into
the discussion for Bailey Point Nature Reserve.
Chair Fox suggested adding the first nuclear reactor in the country.This was a large
attraction for many in the area when first opened. •

Commissioners Mortensen suggested included The Bank of Elk River, since this is
the first bank in the county and the post office.
Content:
The official name for Handke Pit is Handke Stadium. The brochure should use the
official name for the site,while the description can state this site is commonly known
as "The Pit".
Commissioner Lindberg stated The Sunshine Depot information provided in the
brochures is not accurate and would like the advertisement removed. The description
could include a note in the brochure that the Sunshine Depot is filled with historic
photos of Elk River's history.
Chair Fox and Commissioners Mortensen noted that the two historic placed located
on the National Historic Places Register be featured as either the first or last in the
tour.
Chair Fox questioned the importance of Rivers Edge Commons being included in
the walking tour as this location is only a few years old and not a historic location.
Mr. Carlton suggested this place being identified as the start place and the new town
square. From this point you can see these historic places, such as Sunshine Depot,
the water tower, and Holton block.These three places can then be elaborated on at
4110
this point.
Chair Fox stated,if true,the first woman rectors in the county at Holy Trinity
Church should be included.
Mr. Carlton noted the Ms. Simon will be working to pulling together comments,
branding,and getting the brochure on the City's website.
6.1 Grant and Construction Plans Update
Mr. Carlton provided a brief summary of progress on the water tower and stated that
no updated drawings had been received at this time.This delay does not impact our
grant process since we will be waiting until next spring to apply.
Mr. Carlton also discussed the recommendation of putting the population under the
Elk River logo on the water tower. This would fall in line with historical depictions
on water towers.
6.2 Next Meeting
Mr. Carlton stated the Annual Report will be ready for the next meeting. He also
stated that will be about the time for the Historic Fair if anyone is interested in
judging.

Additionally,the Minnesota Historic Preservation Conference will be held •
September 7-9 in Hasting,MN. Two members will be able to attend this year.Please
let Mr. Carlton or Ms. Simon know if you are interested in attending.
8. Adjournment
There being no further business,Chair Fox adjourned the meeting of the Elk River
Heritage Preservation Commission at 6:37 p.m.
