City of ~ Elk ** Item # 3. 7. ** MEMORANDUM TO: Mayor and City Council FROM: Sandra Peine, City Clerk DATE: October 9, 2000 SUBJECT: Request to Use Golf Cart on City Streets REQUEST: To use a golf cart on Dodge Street APPLICANT: . Jane Walters on behalf of Lloyd Daluge BACKGROUND: Ms. Walters is requesting that her father be able to use a golf cart on Dodge Street as a means of transportation. Her father recently had a leg amputated. As indicated in her letter, the golf cart will be equipped with running lights, flashing lights, slow moving vehicle sign, and a strobe light. The cart will only be used on Dodge Street and not on the highways. The Police Chiefhas indicated that there should be no problems as long as the vehicle is not used on major highways and only on city streets. This type of issue has been before the Council a couple of other times and the requests have been granted. October 1 st, 2000 City Of Elk River Sandy Peine City Clerk Dear Ms. Peine, As per our conversation today with you and the police department the following is as per requested. l Lloyd Daluge is my father and recently has had open-heart surgery. Veins were taken from his leg that was needed for his heart. The leg did not heal properly and therefore he is now an amputee. You probably can imagine how loosing a leg can affect your life. We live on 19202 Dodge Street ... we needed a secure way to get Dad up the hill and the only thing we came up with was a golf cart that had enough power to make the hill. Also, dad needs a way to get groceries etc. so we are asking to run on the street where we live and the surrounding area to get his needs met. We have equipped the golf cart with running lights, flashing lights on the back, slow moving vehicle sign on the back and a strobe light on the top to make sure he will be seen. The cart will not go on any major highways and probably will be used very little. (I will take the cart out myself to see where it can go and where it should not be.)
