SUBJECT: Implementation of the Strategic Industrial
Marketing Plan

An important part of the Industrial Marketing Plan (Section VI) deals with
"communication, promotion, and advertisement" of Elk River to prospective
clients and customers. The marketing plan highlights a need to present a
consistent image that is of high quality so that it reflects the professionalism of
the city.
Last year city staff approached the Council and requested funding to do an
update of our city logo. At that time the Council decided to wait on the project.
Most recently, during the preparation of the 2001 city budget, the Council
pulled the logo update funding request and agreed to consider proposals this
year.
Two months ago the Utilities hired Duckor and Associates, Inc. and Tammy
Miller to complete a project for the development of its communication strategy
and brand plan. Anita Duckor and Tammy Miller are scheduled to begin work
on this project in October 2000. This project deals with communication,
consistency in its appearance, presenting a professional image, and
establishing some guidelines on the use of its symbol/logo.

In looking at what the Utilities is asking from Duckor and Associates, Inc., it
has become apparent to me that this project is almost identical to the work
that is necessary in implementing the Industrial Marketing Plan; and almost
identical to the work that the city needs done in updating its logo and
establishing public information/communication guidelines.

. The city has not had one person function as a clearinghouse for how our
symbol/logo can be used, nor do we have any guidelines for its use in order to
be presenting a consistent and professional image. In this regard, if this
project is approved, I am having City Clerk, Sandy Peine, be in charge of the
project and ultimately be given the responsibility and authority to function as
the clearinghouse for our city logo/design. Sandy and the Utilities General
Manager will have to work together so that both organizations are "on the
same page" in the use of the Elk symbol.
I approached Anita about the city project as an expansion of the Utilities
project and we first put together a quick list of everyplace that we could think
of where the Elk appears. This list is attached and is quite lengthy. We were
both surprised at how far and wide the Elk has traveled in the city and it
became clear that one of our most important needs is the establishment of a
communication strategy/guidelines on how the Elk can be used. The project is
really about what message the city (and it's Economic Development
Department) wants to present.

I have asked for Anita and Tammy's proposal to only provide us with two
options for a different look in our logo/symbol. Obviously, we are going to
continue using the Elk, but other than that we are open. Per my conversations
with Anita, the Staff Committee will look at the two proposals and recommend
one to the City Council for approval. Use of the logo/symbol may not have to be
identical across all departments but will have to be "complimentary and of the
same family." In this regard Anita has indicated that it may be possible for
various colors to be used with the Elk.
The price of the project is $19,750 and initially seemed high to me but this is a
very large-scale project and has long term ramifications for the city and for its
Economic Development efforts. Anita has completed one project for the city
and is currently working on another, both of which are related to Economic
Development. In both proposals the initial fee was presented and ultimately
the work was revised and the cost came down. When everything was said and
done, we ended up having Anita either schedule extra meetings or extend the
time for various meetings so that ultimately we ended up with almost the
original proposal for reduced fee. This didn't seem fair, but that's what
transpired. I think this requested fee is appropriate for this project and that
we shouldn't try to economize by cutting out "bits and pieces" of the proposal.

I am requesting that the EDA participate in the amount of 25% of the project,
as this project is directly related to the implementation of the Industrial
Marketing Plan. Funding for the EDA share of the project would come from its

reserves. The City Council is requested to finance the balance of the project
from its contingency fund.
Recommendation
It is recommended that the EDA and City Council approve the communication
strategy and brand plan from Duckor and Associates, Inc. and that the EDA
finance 25% of this project and the City finance the balance.

Accomplishments
The name is flcme, Reddy flame!
How do you create and launch a "brand"
icon with as.. much character as an already
established brand icon within the same company? I
created and designed Reddy FlameTM, brother to
Reddy Kilowattâ„¢, to represent NSP Gas. The
Midwest Energy Association awarded NSP Gas the
"Crystal Star" award, for excellence in the compe-
tition's "customer relations" category. Reddy Flame
brought enormous consumer recognition (11 %) in a
very short time - he was created and launched in a
few months. I think that might be a record!

StayWell called me when they needed to revamp a
direct mail piece promoting a corporate health
program. The . existing direct mail package just
wasn't producing the results they projected.
I replaced the traditional corporate look with fun,
graphics and bright colors. I also revamped the copy
explaining the program so it was simple and easy to
understand. StayWell sent this package out and
received a "healthy" response. Need I say more?

The challenge? Create an ad campaign that supports
all of NSP's business conservation programs and pre-
sent them in a way that will appeal to industrial and
commercial customers.' It should also position NSP
as "the energy expert" for business customer needs.
I cut through the clutter by featuring actual NSP
sales representatives. They are trapped in unusual
ways by business customers who want to take
advantage of their energy expertise. NSP and their
customers loved them. The good news is NSP
reported awareness level at 31 % after just four
months into the campaign.

My mission was to create a treatment for the
Minnesota Housing. Financing Agency that was
versatile enough to work in any strategy including
direct mail, brochures,. postcards and more. It also
had to appeal. to · a diverse ethnic, low-to
moderate income target. And it had to position
MHFA as "friendly," "helpful" and "non-
governmental."
I presented "YOU CAN' - a simple, posltlve
statement to introduce all of MHFNs programs. I
also used bold, vibrant colors and a simple design to
offset the complex nature of MHFNs financial
programs. MHFA declares its new look a success.
They can't keep the brochures on the shelf!

NSP Small Business Line
Cool, Tickled Pink,Ylired and Enlightened.
The goal was to increase awareness and calls to NSP's
Business Line and change small business customer
perceptions that NSPiwas a huge company only
concerned with large business customers.
I created an ad campaign using testimonies and great
photos of NSP customers telling how they benefited
from NSP programs. This made the ads credible, and
pertinent to the target audience. Plus, it gave proof that
NSP did indeed care about its small business
customers. Calls to the business line increased by 15%.

let me give their benefits package a whole new look!
They wanted a.friendlier look and one that
represented a diverse group of employees.

Chrysler Daimler. These 2-color postcards were an
inexpensive, yet . effective method to remind
employees about a ... health and wellness resource
book they received at the beginning of the year.
Mailed at three, six, and twelve months, they
motivated employees to look up answers to health
questions and respond. Correct answers received gift
awards. These cards worked so well I was even
motivated to look up a few answers ourselves!

We put a spark in dassrooms!
Making energy conservation exciting and fun can be
quite a challenge. Advertising it is an even bigger
one. I met that challenge with this colorful direct
mail package that was sent out to schools across the
country promoting an interactive, CD Rom game.
T-Bones the dinosaur and Aurora the Falcon, teach
children all about energy conservation.
The results? NSP received a 25% response rate-
15% more than projected. Teachers and students
alike are thrilled with the game. Who says saving
energy can't be fun?

Women in the knowIm
NSP Advantage Service wanted to get the word out
about their appliance. service plan and attract new
sign-ups. The challenge was to differentiate them-
selves from the/competition and attract the
attention of smart,:women on-the-go.
I did it with this contemporary "woman's club"
campaign including direct mail, billboards and
radio. I focused on the women themselves and the
results of the smart decision they made to sign up
for NSP Advantage Service. Awareness went up from
66% to 71 % and actual use increased from
17% to 22%.

Utilities Communication Strategy and Brand Plan
. Ensures consistent key messages, language and terms, and
. Establishes one brand (symbol-logo) and enhances the city's image for 14
organizations/ departments
Approach and Scope ofW ork
Meeting your objectives requires a collaborative, integrated, and dedicated team
working toward a common purpose. An important feature of Duckor & Associates
Inc. approach is the involvement of select City of Elk River staff throughout the
process. This method ensures a clearer understanding of your objectives and timely
access to needed information, and also positions you to implement the
communication plan developed. In other words, the Communication Strategy and
Brand Plan is totally owned by you, the City of Elk River.
City of Elk River staff will
1. Provide City of Elk River's information
2. Select Communication Team (City Clerk, Economic Development Director,
Director of Planning, Chief of Police, Fire Chief, General Manager, Municipal
Utilities)
3. Develop inventory list for all communication materials by
department/organization
4. Arrange for meetings, provide meeting space and take meeting notes
5. Provide working space for consultant and administrative support, if needed

Treatment Facility, and Liquor Store.) This includes: Correspondence
(letterhead, intemal memo and reports, fax sheet cover, memo pads, note cards,
business cards, and envelopes), Print Advertising, Forms and License
Applications (Checks, purchase orders, invoice forms, applications), Newsletters
and Brochures, Advertising Specialties, Point-of-Information items, Clothing
Labels, City Vehicle Logo and City Flag, City Calendar, Plaques and Awards,
Public Reports/Economic Development Proposals, and Signage and Banner. This
proposal does not include web site design.

Expenses for travel, lodging and related items will be billed in addition and shown separately on
Duckor & Associates, Inc. invoice.
Duckor & Associates, Inc. work will be a best effort and it is expected that the results will meet the
objectives sought. The recommendations and the written material we provide will be our best
judgment based on the information available to us. In any event, Duckor & Associates, Inc. /
Tammy Miller Design assumes no liability for this project.
This offer shall remain open for a period of 30 days from the date of letter, unless extended in
writing.
