SUBJECT: Government Access Producer
Resignation of Government Access Cable Producer

Kristin Thomas the City's Government Access Cable Producer has submitted
her resignation. She has indicated that she and her family will be moving
back to their hometown, Waterloo, Iowa. The city will miss Kristin, as she
has been very instrumental in developing the City's government cable
channel. We wish her well in her new endeavors.
Advertise to Replace Position
Because Kristin's last day will be October 13, 2000, we had to move on
advertising for the position. The ad is running in several newspapers and will
be placed on web sites of some local colleges. A copy of the ad is enclosed for
your reVIew.
Kristin previously completed a time spent position profile as requested by the
Personnel Committee. The results of the profile came back at 73 points
placing the position at a pay-grade 12 and at a wage range of $14.83 - $21.09
per hour. The personnel committee has not had a chance to review this
information; therefore, I have advertised the position at a slightly lower
range than a pay grade 12.
Request to Hire Marissa Lee as a Temporarv Emplovee

Staff is requesting to hire Marissa Lee at 15.00 per hour on a temporary basis
to provide the city with the capability of continuing to tape city meetings and

play them over the government access channel. Marissa will be taping the
meetings, playing them live over the channel and programming the meetings
to play during the week. She will also tape a few other programs such as
candidates' forums.
The programming for the Channel will definitely be scaled back until the city
can hire someone to replace Kristin Thomas.
ACTION REQUESTED:
Council motion to authorize the following:
A. Accept resignation of Kristin Thomas, Government Access Cable
Producer.
B. Authorize the advertisement to replace Kristin Thomas.
C. Authorize the hiring of Marissa Lee on a part time basis at $15.00 per
hour.

Resignation
I am writing this letter to formally resign from my positic:m ad Government Access
Cable Producer for the City of Elk River. My last day will be October 13, 2000.
I have really enjoyed my job and my time here at the City. I have worked hard to
develop our new channel into a quality information source for the community.
Each Department Head and staff member has been wonderful to work with and
. along with me, appear proud of what ERtV has become. My decision to leave is
based on a long discussion about my family's future. My husband and I have
decided to return to Iowa to be closer to family and friends. I hope you understand
the difficulty in leaving my job here at Elk River. I will fondly remember all of the
wonderful experiences I have had and will miss the opportunity of having more
with this staff. I want to take this time to thank you for the commitment you have
to ERt V and hope that my decision to leave will not adversely affect its current
status or its growth.

Government Access Cable Producer
The City of Elk River is accepting applications for a Government Access
Cable Producer. Position is responsible for videotaping City meetings,
programming production, editing, master control operations, and
maintaining equipment for Elk River Government channel. Forty hours per
week. Wage - $13.00 - $20.00 DOQ. Qualified candidates must have a
minimum of two years post-secondary education in electronic media or
related field, and/or one-year experience in television production.
Must submit a city employment application. Applications available at Elk
River City Hall, 13065 Orono Parkway, Elk River, MN, 55330 - attention,
Sandy Peine, City Clerk, or call (763) 441-7420. Applications also available on
City's website at www.cLelk-river.mn.us. Video resume required with
