Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:30 p.m. by Chair Toth. • 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider 10/3/2016 Agenda Moved by Commissioner Eder and seconded by Commissioner Kuester to approve the October 3,2016, agenda. Motion carried 5-0. 4. Consent Agenda Moved by Commissioner Kuester and seconded by Commissioner Chuba to approve the consent agenda,with correction to the minutes, as follows: 4.1 September 6, 2016,Regular Meeting Minutes 4.2 Check Register 4.3 Balance Sheet 4.4 Revenue/Expenditure Report Motion carried 5-0. 411 5. Open Forum No one appeared for Open Forum. Housing and Redevelopment Minutes Page 2 October 3,2016 • 6.1 Public Hearings There were no public hearings. 7.1 HRA Rehabilitation Program Update Ms. Eddy provided an update on recent Rehab Program activities. She asked that the Commission approve the mortgage and repayment agreement as described in their packet. Chair Toth asked if homeowners at 806 Holt Avenue were still waiting on the lead paint inspection, since there have been no updates on this property since that August 1, 2016 note. Mr. Eddy stated that she will check on the status of that project and report back next month. Motion by Commissioner Chuba and seconded by Commissioner Eder to approve the mortgage and repayment agreement for Erin and Tracy Cunningham, 1420 5th Street NW. Motion carried 5-0. 7.2 HRA Housing Rehabilitation Loan Program Waiting List Ms. Eddy provided background information on available funds for the HRA Rehab program. She explained that two projects are currently on the waiting list for 20107,but that funds are available now,if the Commission wished to proceed with them at this time. 1111 Motion by Commissioner Eder and seconded by Commissioner Chuba to approve allocation of funds for the two described projects on the waiting list for 2017 for the HRA Rehabilitation program. Motion carried 5-0. 8.1 Worksession — HRA Rehabilitation Loan Program —Targeted Area Discussion (5:45 p.m.) Ms. Eddy introduced Kristin DeGrande,Neighborhood Reinvestment Coordinator,City of Coon Rapids. Ms. DeGrande reviewed details of the Coon Rapids Home for Generations II Home Improvement Program. Ms. DeGrande discussed the types of assistance that are offered, eligibility requirements,process,promotion and application process. Ms. DeGrande stated that 70-75 homeowners have started or completed projects in the 3 years of the program. Commissioner Chuba asked what the intent of the program is. Ms. DeGrande stated that the goal is to keep people in their homes by helping them remodel instead of moving out. She stated that they have allocated$230,000 in funds,refunded$30,000 in building permit rebates,provided$1 million in financing, and leveraged$4.4 million in private funds. Commissioner Chuba asked if they have tracked the increase in tax base. Ms. DeGrande explained the tax valuation is approximately 2 years behind the assessed value, so they have • not yet tracked the increase. Ms. explained the historyof p � � acquiring the Exon-Mobil funding back in the 1970's and how the program functions. She noted that the funds must be used for home improvement. Commissioner Eder asked how the 50 percent building permit rebates works. Ms. DeGrande stated that the building permit fees are paid in full when the permits are pulled and when the final walk-thru and C.O. is complete, the rebate is released. Commissioner Eder asked if the work had to be done by a licensed contractor. Ms. DeGrande stated no, that the homeowner can do the work. She noted that the $35,000 maximum is based on the value of the work,not the actual costs,and that value of the work is determined during the planning process. Commissioner Eder asked if an appraisal is required. Ms. DeGrande stated no, unless it does not appear the home will have the necessary equity. Commissioner Burandt asked if windows and roofing projects qualify. Ms. DeGrande stated they do, but only if they are part of a major project described in the qualifying criteria. She added that the intent of this requirement is to attract larger investments in older homes,in order to retain the homeowners and home values. Ms. DeGrande stated that Coon Rapids has sponsored a home remodeling tour for the past three years in the spring,with this event drawing 175—450 people. 4111 Commissioner Chuba asked about the participation level by architects. Ms. DeGrande stated that they originally had nine,but two withdraw because they moved away and the other was just too busy. She noted that the city provides a $140 allowance for the architectural consultation,with the homeowner paying$25. Commissioner Chuba asked what the homeowner would gain by the consultation. Ms. DeGrande explained that it varies, since some homeowners already know exactly what they want to do,and some have no idea other than they want to gut a bathroom, or they need more living space. She noted that the architect often gives them a sketch after the consultation,but the homeowner would have to pay for formal plans if they wanted them. Ms. DeGrande explained that the City of Coon Rapids has other projects such as emergency fund for instances where someone urgently needed a new furnace or sewer system and they didn't have the money. Discussion among members concluded on the Coon Rapids program and discussion continued regarding the HRA rehabilitation loan program. Chair Toth asked if the line could be moved on the targeted area to remove the schools, churches and apartments, since they would not qualify for the program anyway. Ms. Othoudt stated that would not be necessary, since the criteria would define who was eligible. Commissioner Chuba stated he felt they should utilize more of the funds, since they had $143,000 available now. Ms. Othoudt noted that eventually they would be able to allocate • less and less, as funds are paid back. Housing and Redevelopment Minutes Page 4 October 3,2016 Ms. Othoudt stated that she will revise the loan program documents to include language in the eligibility criteria, addressing the age of the home. Also, the repayment agreement will be revised to include a default clause. Ms. Othoudt stated that the targeted area map will be revised for more clarification for their next meeting. 9.
