Background/Discussion Downtown Parking Regulations and Permitting At their September 14 meeting, the Downtown River's Edge group discussed concerns with parking downtown. Several businesses have complained about the lack of parking availability for their customers along Main Street and Jackson Avenue. The group indicated that out of convenience, employees and some business owners are parking along Main and Jackson instead of parking in the designated employee parking area of the King Avenue lot. Business owners and their employees are required to purchase parking permits in order to park in the designated employee area of the King Avenue lot. A total of 86 employee parking spaces are designated on the downtown parking map (attached), 23 of the 86 are reserved for First National Bank employees through a parking easement agreement with the city. It was suggested at the meeting to eliminate parking permits in the King Avenue lot, and instead allow the downtown business owners to designate a specific area for their employees to park. Downtown Decorative Lights At their April 6, 2015, meeting, the HRA approved up to $4000 in costs for the installation of commercial quality lighting of the downtown trees. Staff received two proposals which were submitted by Rainbow Holiday Design Company and Emerald Companies. The HRA authorized staff to negotiate an agreement with one of the two companies to install decorative lighting based on lowest cost and quality. The contract was awarded to Rainbow Holiday Design Company in the amount of$4,400. Staff presented the proposal to the Downtown River's Edge group at their May 13, 2015, meeting. The Downtown River's Edge group approved to contribute the $400 difference plus maintenance for a year. At their November 9 meeting, the Downtown River's Edge group discussed concerns with the downtown decorative lights. Several of the lights are not working and haven't been properly maintained. The LED light warranty with Rainbow Holiday Design was up on July 15, 2016, a year from the initial installation of the lights. Staff is looking for direction from Council on the level of involvement on these issues. POWERED 6T A IR Financial Impact Eliminating parking permits in the King Avenue lot for 2017 will result in the loss of approximately $1,500 in revenue. Background/Discussion .At the November 4, 2013 HRA. meeting, the Commission approved the purchase of decorative LFD lights as one of the Core Downtown strategies in the Mississippi Connections Plan. The lights were purchased and installed shortly thereafter. Due to recent requests and concerns about the overall aesthetics and maintenance of the lights, the FIRA _iIjcsp lily. Parks would consider taking over maintenance of the downtown lights possibly later this fall. Staff obtained estimates from two conipanies that install and maintain holiday lighting: Fach company conducted a site visit and both Found many nonfunctional lights due to exposure to, the elements. Rainbow Holiday Design Company (Minnetonka) submitted an estimate of $5,600. They propose 2 strands per light pole and the trees varied from 2-5 strands with a few trees that might need more. They propose wrapping the tree base draping lights in the canopy to, reach the tree top. Estimate includes removal and disposal of the current lights and replacing A with new ('16 I.A--,'D Warm White lights. Emerald Companies (Waite Park) submitted an estimate of $4,760. Estimate includes removal and storage of the lights currently in working order, replacement of damaged lights (purchased by the HRA ftotil a local vendor --l-lorric Depot), and installation. Service calls are included, and product warranty would be from the light tri.anufacturer. Open Forum - No one appeared for Open Forum. 6.1 Public Hearings - None Housing and Redevelopment Minutes Page 2 April 6, 2015 ----------------------------- 7.1 Housing TIF Jeremy Barnhart reviewed changes to the Housing TIF policy. He noted that the policy will be brought back to the HRA at their next meeting for final review and approval. Chair Wilson noted the following change to be made on the scoring sheet: The word "not" needs to be inserted after "will" in the Pay-as-you-go TIF line. Also, the numbering needs to be revised (1 — 9, not 1 — 11). Mr. Barnhart noted that the housing TIF is for low to moderate income projects. 7.2 Rehabilitation Loan Program Update Colleen Eddy provided an update on the HRA Rehabilitation Loan Program. She stated that two projects are in process and three are ready for construction, pending HRA approval of the repayment agreements. Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve the repayment agreements for three projects, as recommended by staff. Motion carried 5-0. 7.3 Downtown Lighting Amanda Othoudt presented the staff report. She provided details for the two proposals which were submitted; one by Rainbow Holiday Design Company of Minnetonka, and one by Emerald Companies of Waite Park. Discussion followed regarding maintenance of the lighting, leaving the lights up year-round and the quality of the lighting. Wendy Simonson, Downtown Rivers Edge representative, stated that they do not have the equipment to put up the lights, but they would be willing to take down the existing lights to save costs. She stated that the business owners would like to see the lights up year-round and new lights are needed. Ms. Othoudt stated that the estimates she obtained include taking down the lights, but if the lights are to be left up, the cost of removal and storage would be eliminated. Commissioner Chuba asked who pays for the cost of the lighting. Chair Wilson stated that he assumed the HRA did. Ms. Othoudt stated that the cost is budgeted in the HRA Other Professional Services line item for 2015. Mr. Barnhart suggested the HRA authorize approval up to $4,000 for the lights and staff would work with the two bidders to negotiate an agreement for putting up the lights and maintenance. Commissioner Chuba suggested that the HRA take up the offer by the Rivers Edge group to remove the existing lights, thereby reducing the cost. Ms. Simonson stated that she would present the idea to the group at their meeting on Wednesday. Housing and Redevelopment Minutes April 6, 2015 Page 3 Chair Wilson noted that if the cost was more than $4,000, staff would come back to the HRA for approval. The HRA concurred that staff should look at both lowest cost and quality. Motion by Commissioner Toth and seconded by Commissioner Chuba to authorize staff to negotiate an agreement for up to $4,000 in costs for commercial quality lighting of the downtown trees. Motion carried 5-0. 7.4 Downtown Beautification Update Zack Carlton reviewed the current downtown beautification projects, including the tree replacements along Main Street and plantings for the King Avenue parking lot. He asked if the HRA had any specific goals or additional projects in mind. Commissioner Toth asked how the trees will be watered. Mr. Carlton stated there is irrigation for the trees. Commissioner Toth asked how the tree replacement project will affect the lighting project. Mr. Carlton explained. Commissioner Chuba asked when the paver project is expected to start. Mr. Barnhart stated that the crosswalk and alley are expected to be completed first, beginning early spring, noting that the barricades are already up. He stated that the rest of the project will be completed later this summer. 8. Announcements Colleen Eddy noted that the draft Demolition Loan Program has been sent to the City Attorney for review. She stated that she hopes to present the document at the May meeting. Commissioner Chuba noted that it was his understanding that the loan may not necessarily be repaid and that the purpose is to clear lots on blighted properties, where it will be a good investment for future development. 9. Old Business City Update Welcome our new Economic Development Director, Amanda Othouft came from Becker - community development director. Also had worked for a St Cloud land development company. Amanda has a bachelor's degree in planning and community development and rninors in economics and heritage preservation Downtown Beautification: Zach Carlton. Proposed beautification plan for side of King Ave parking lot. Would replace rock along highway 10 with perennials. Design would have sidewalks and trails through perennials, leave a spot for public sculpture. Previously was irrigation in that area and hopefully it is still functional. Plan would continue sidewalk design behind Kemper Drug, and Tax Business Also planning to replace boulevard trees Downtown as needed. Adding tree grate and amending soils $3000 per tree planting (inch and '/;z minimum diameter trees). Plans are also being considered to landscape the other side of highway 10 in 2016. Lights on Downtown trees and light poles- HRA meeting was held on Monday night April 6th. Wendy and Jennifer attended the meeting. Discussion was held about lights on trees and poles. Question about aesthetics and maintenance of lights in downtown area. Identified ways to address putting lights on tree. First talked to park and rec and also checked with outside agency to get price quotes. Rainbow holiday lights, $5,600 to put up, take down and store. $4,700 estimate from, second company using our lights. HRA agreed that it looks nice to have lights on year round. Wendy volunteered the Rivers Edge Group to take the lights down to save the $750 to $1500 estimate to take down from the outside agencies. Fred estimated that there are approx. cases with a dozen lights in each case. Consensus was that should replace all lights with commercial lights so that they would match and last longer. Amanda will see if there: would be another use for lights that are left from the batch that HRA provided to Downtown in 2013. Park and Rec Update Concert Series: Steve Benoit: The Bank of Elk River will do the first and last concert giveaway. There will be 8 opportunities at the other concerts. Give aways for the crowd was a win - publicity for business was a win. Blast email to see if businesses are interested in offering a give away at the concert . The line up for the concert series is done. It is posted on the downtown webpage. Half'of the groups are new this year. Farmers Market: Karen Wingard: Music lined up for every market day except July 2 (1 to 2 people with guitar) will play from 2 to 6 or• 3 to 5. Good variety of vendors have signed up. Downtown Sale Flier — do for every single market day same offer each week. Would need by middle of May. Fliers will be distributed at main market table. Rivers Edge Commons Park Project: Michael Hecker: Changes will need to be made to support parking lot behind Sunshine Depot because there is earth movement in the lot. City is looking at putting in curved retaining wall. Storm water is currently distributing to the river - looking at putting in a waterfall or other water feature to address that. Looking to expand for concerts and rental opportunities. Nothing will happen until after the concert series this, year. Talking about moving the power box that is by the park — may have impact on power to downtown businesses when it would be moved (Sunshine depot to Great Room), Will be a lot of cost and be more about beautification than increasing seating in the park. A suggestion was made to beautify it like outhouse to cut down on the expense. Phase two discussions on the park include putting a real bath room facility in the park. Three to five parking spots will be lost in the higher lot. Lower lot would put impervious bricks, City would clear steps to allow for, access to parking lot during the winter. Pavers are expected to last 10 to, 15 years. Newer pavers are better than old. Snow plows and salt cause problems with the pavers. Website & Facebook Annie passed around sheet for suggestions of information to put on facebook each month. She suggested that we could spend some of our budget to have paid promotions on facebook. Other members of the group agreed. ArtSoup Saturday June 27, 2015: Stacy reported that planning is in full swing. First fanners market is Thursday before ArtSoup — one more place to publicize the event, Flowers and Pots: Ask Marcy — only people who have indicated that they would like The Rivers Edge Group to plant their pot so far is the Bank of Elk River, Rivers Edge Plan: what do we want to see downtown what are our priorities: Colleen and Annie met to discuss priorities. Annie passed out survey and asked that everyone fill out and return. Survey will go out to community in April. Annie asked that we complete our surveys asap. Downtown Brochure: Jennifer and Colleen talked about brochure. Felt the best avenue would be to find a graphic designer. Need to have consensus about what should be in the brochure and how brochure should look. Redo the whole thing? Wendy offered to head a subcommittee to look at what should be in the brochure New Business Membership Renewals. Wendy will update the membership form and get it to Julia. It was suggested that from now on, memberships for existing businesses only can be paid for for the full year. Also, each store front needs to have their own membership. Park and Rec Update: We will soon be getting emails from park and rec to see if your downtown business is interested in promoting itself at concert series. Michael Hecker downtown park project: clarifying that is a concept. Hoping to accomplish phase 1 this year to add additional seating In the park. Renovation would not take place until fall of 2015. If we can't do the seating extention this year, won't take trees out. Once seating is approved the tree moving will be addressed. ArtSoup: Stacy passed out posters and sponsorship forms for Artsoup. Quite a few booth applications have been turned in. Outside vendors for food plus local restaurants. Free fun for the whole family. Juried art exhibit. Balloon artists, music, kids art, Art for sale. There will be shuttle service from the high school to downtown. Big baseball tournament at Lake Orono Park that weekend — would be beneficial to have the event posted at the tournament. Rivers Edge promo items. 350 people in community took survey — people want tshirts, sweatshirts, travel mugs, shopping bags, pens, calendar of events with downtown promotions. Annie suggested having a subcommittee: Rhonda, Colleen, Jennifer and Tamara said they would help. How much do we want to spend. Old Business City Update: Amanda: EDA is receiving many inquiries and requests for information for projects being developed to begin activity in the spring — industrial and commercial developments. Blue Egg closed — no update on individual who was interested in the building, possibly some interest from another bakery. At our last meeting we requested a budget for downtown improvements and an update on streets, parks downtown. No street improvements is planned. $12,000 allocated for downtown "Mississippi redevelopment framework plan" — may be some room in that budget to share costs with downtown businesses for putting benches or bike racks downtown. Downtown Businesses would need a more narrowed project list which could go presented to HRA to be included in next years budget. Downtown Parking: It has been the impression that many of the parking spots on Main Street and Jackson Ave that should be left open for customers are being used by employees and owners of businesses. Some of the businesses downtown are paying for parking permits to park in the employee section of the King Ave lot. Amanda suggested that parking in the right spots be enforced by individual business owners not the city. Unfortunately some of the people who park in customer parking are business owners and residents. In order to ascertain whether the parking permit requirement to use the lot is causing employees to park their cars on the street, it has been suggested that we don't require businesses to have parking permits to park in the employee section of the lot. We would still expect businesses to keep their employees from parking in the customer parking areas. We could then encourage all businesses to park in the lot without having the impediment of having to have a permit. Motion to eliminate parking permits in the King Ave lot for 2017 to assess the impact. Fred Moved, Wendy Seconded motion passed. Wendy will send a formal request to the city council. Another problem with parking in the lot is that Residents over Old Main and Pompeii aren't parking in the Overnight Resident parking along highway 10 for residents. This causes a major problem for the snow plows. Fred will talk to people renting residential to let them know where residents should move.their cars to on snow days, and possibly get them connected with the city so they could receive an automated call reminding them to move their cars. The City would also like downtown businesses to try to get sidewalks shoveled early in day (by 3am... ) so that the snow doesn't end up in gutter line after the plows have gone through and form icy banks. Fred suggested that the city run a small side walk shoveler so they are cleared before they plowed. We would need to request the council to do that? Is there someone else who can provide shoveling services at that time — possibly Plaistads. Zach is meeting with landscape designer about Hwy 10 side of King Ave lot- meeting with landscape designer for tall grass — 5 ft tall.
