1.0 CALL MEETING TO ORDER
John Dietz called the October 17,2016 meeting to order at 9:00 a.m.

2.0 DISCUSS AND TAKE ACTION ON HEALTH INSURANCE RENEWAL OPTIONS
John Dietz shared that the reason he requested the special meeting was because it became
apparent at the last Commission meeting that there was some confusion between what the
overall percentage of increase was for the company versus the percentage of increase for
employees on the two different insurance plans. He stated that his understanding was that the
company and all of the employees were going to see an increase of 13.28%across the board,
and that the way it was voted on at the last Commission meeting,the employees on the Aware
Gold would realize a 6.9%increase in premiums while the employees on the HSA would be
realizing a 19%increase in premiums. John Dietz stated that the purpose of this meeting was to
have the opportunity for further discussion on which Aware Gold deductible they wanted to go
with and if there should be a separate or across the board increase to employees.
Theresa Slominski shared that typically when we receive our health care renewal,we receive
and present it as an across the board increase for the company and employees. She explained
that this year,in an effort to lower the cost to the company,we were picking and choosing from
a combination of different plans therefore the increase had not been blended. Theresa presented
a spreadsheet with the Health Insurance Comparisons. The spreadsheet reflected a fairer
representation with the increase blended across the board and the impact those would have on

the dollar amount taken out of the employee's paycheck each pay period. For the spreadsheet,
Troy Adams pointed out that Option 3 offered the same benefits that were passed last Tuesday,
with the addition of the 13.28%blended increase,and that Option 2 with the 90%deductible
and 16.41%blended increase was presented at the request of Daryl Thompson. John Dietz
provided a handout that contained a summary comparison between the 80%and 90%deductible
plans,and went over the differences between the two plans.
After discussion,Commission consensus was to go with the same renewals that were approved
at the October 11,2016 Commission meeting,with the exception of changing it to a blended
increase of 13.28%across the board.
Daryl Thompson made a motion to approve the insurance renewals with a 13.28%
increase to employees across the board for both the Aware Gold Plan with the 80%
deductible,and the HSA plan with no changes in coverage from 2016 including the
employer contribution to the HSA. Al Nadeau seconded the motion. Motion carried 3-0.
3.0 ADJOURNMENT
Daryl Thompson made a motion to adjourn the special meeting of the Elk River
Municipal Utilities Commission at 9:20 a.m. Al Nadeau seconded the motion. Motion
carried 3-0.
