SUBJECT: Purchase of Emergency Preparedness Siren

The 2001 equipment reserves budget includes a $13,000 line item for the
purchase of one emergency siren to be located in the city of Elk River. Funds
are available in the equipment reserve budget to finance this purchase in
2000. I have received a quote from Federal Warning Systems, located in
Rochester, Minnesota, for one 2001 SRN DC Federal Signal Corporation
Emergency Siren with a capability of a 5200 foot range of coverage. The cost
of the siren with sales tax and shipping is $12,377.83. Delivery of the new
siren would be approximately 30-45 days. The eighteen emergency sirens
currently in the city of Elk River are all Federal Warning System sirens.
At this time I would like to update the City Council on the necessity for
ordering the emergency siren now rather than after January 1, 2001. The
City of Elk River, along with Federal Warning Systems, and Northern
Alternative Energies, are encompassing on installing a battery operated
emergency siren off the side of a wind generator. The installation
specifications have been discussed with representatives from Federal Signal
Corporation and Northern Alternative Energies and they have agreed that
the wind generator will provide ample power to keep the Deleo batteries at
full operating charge in order to run the emergency outdoor siren.
With the impending installation of the wind generator located at
approximately 225th Avenue and Highway 169, I would like to accept the
quote from Federal Warning Systems for the purchase of one new 2001 SRN
DC Emergency Siren. Because this unit is a DC (battery operated) emergency
siren, no electrical utility hook-up will be required for this new outdoor
warning siren.

The attached maps show the existing siren locations within the city of Elk
River and the proposed area of coverage for the new siren(s). The final
emergency siren proposed to be purchased in 2002, will be located at

approximately 221st Avenue NW and Watson Street NW. This will complete
the emergency siren process. The placing of a battery operated emergency
siren on Northern Alternative Energies wind generator is an exciting
opportunity for the City of Elk River and is also plowing new ground for our
Energy City project. It is my understanding that this type of installation
would be the first in the nation.
