Background/Discussion Attached is the Feasibility Report for the 2017 Street Improvements project. Upon approval, staff will proceed with final plan preparation with an expected late winter bid opening to assure construction can begin by May of 2017. Project sequencing will be finalized through the design process. Financial Impact The Feasibility Report details a total project cost of $4,445,120 for the improvements. This amount will be funded through our Pavement Management Fund, Stormwater Fund and our Municipal State Aid account. Final cost splits between these sources will be determined after construction bids are received. No private property special assessments are proposed for this project. The streets range in function from local residential streets to local collectors. Each street was reviewed by Hakanson Anderson and City staff to determine the current road and pavement conditions and to evaluate the appropriate rehabilitation technique. A brief summary of each technique is discussed below. 1.1 Reconstruction Reconstruction is considered when the pavement has failed and additional subgrade corrections and/or drainage improvements are necessary. Complete reconstruction involves removing or reclaiming the failed bituminous curbing and pavement, rebuilding the subgrade, constructing a new aggregate base, drainage improvements, and construction of a new asphalt surface. The drainage is improved with the addition of concrete curb and gutter and/or storm sewer. It is often necessary to remove and replace portions of driveways to individual properties to complete the work. Mail boxes are adjusted or replaced and a portion of the right of way adjacent to the street is impacted. Reconstruction projects often have the longest time frames for completion. 1.2 Full Depth Reclamation (FDR) Full depth reclamation is a treatment practice of reclaiming the existing bituminous pavement into the underlying aggregate base. Full depth reclamation is effective when the pavement surface exhibits moderate to severe transverse cracking, pattern cracking, or raveling. Reclaiming the bituminous pavement into the underlying aggregate base creates additional strength for the new pavement structure. After the road is reclaimed, the base is shaped and compacted and a new bituminous surface is constructed. Failed sections of concrete curb and gutter are removed and replaced to restore the drainage. 1.3 Bituminous Overlay A bituminous overlay is considered when the pavement is in overall fair condition but has been in-place for several years or has been subjected to repeated loading. In areas with concrete curb and gutter, the edge of the bituminous is milled such that the new pavement elevations match the existing concrete curb and gutter elevations. A bituminous overlay adds structural strength to the pavement and extends the pavement life. The pavement has surpassed its useful life and is in need of replacement. The pavement surface shows many signs of failure, including potholes, pattern cracking, and patching. The roads currently utilize bituminous curb and exhibit the characteristics of an urban section, as drainage is predominately conveyed along the curb as opposed to ditches. It is proposed that B412 concrete curb and gutter is installed. This is a slightly smaller curb than the City standard B618 but will better match the existing conditions. A concrete curb is proposed as it assures better drainage than bituminous curb. It is proposed that the existing bituminous is reclaimed into the underlying gravel to produce material that can be utilized as base during the reconstruction. The reclaimed aggregate base will be removed and the subgrade prepared to the plan elevations. The reclaimed aggregate base will then be constructed to the planned thickness and concrete curb and gutter will be installed. Finally, the roads will be repaved with two lifts of bituminous, estimated to be 4 inches thick. Driveways will be matched and drainage improvements will be made. The total estimated cost for the improvements is $1,679,485. The project limits are depicted in Figure 1 below. The proposed typical section is depicted in Figure 2. Figure 1. SouthofMississippiRoad,theedgeofthebituminouspavementwillbemilledalongtheconcrete curbandgutter.Abituminousoverlaywillthenbeconstructedtoaddstrengthandextendthe lifeofthepavementsurface.Thenewoverlaywillmatchtheexistingcurbelevations. ThetotalcostfortheimprovementstoJoplinstreetis$635,799.Thelimitsoftheprojectare depictedbelowinFigure3. CźŭǒƩĻЌ WƚƦƌźƓ{ƷƩĻĻƷ CityofElkRiver,Minnesota 4|Page 2017StreetandUtilityImprovements 2.3 Orono Parkway The pavement on Orono Parkway is showing signs of deterioration and has surpassed its useful life. The existing pavement is raveling and has several surface defects. The concrete curb and gutter of the center median collects the stormwater runoff and conveys it to a low point in the median where the stormwater is then directed across the driving lanes. The pavement at these areas is showing greater signs of distress from the concentrated flow and further is a safety concern due to possible hydroplaning and ice formation during the winter months. The proposed rehabilitation method is a full depth reclamation. All failed segments of the concrete curb and gutter will be replaced. Further, storm sewer will be added at strategic locations in the center median to safely convey the stormwater to the storm drainage system. The new bituminous surface will be constructed and pavement markings will be reapplied. The bituminous trail on the north side of Orono Parkway will also be rehabilitated and non ADA compliant pedestrian curb ramps will be replaced. The total estimated cost for Orono Parkway is $533,940. The limits of the proposed project are shown below in Figure 4. The pavement is in overall fair condition but shows several transverse and longitudinal cracks and is in need of additional strength. A bituminous overlay is proposed to provide additional structural strength and extend the life of the pavement. Edged milling will be performed along the concrete curb and gutter such that the new overlay will match the existing curb elevations. On the north and south ends, where a center median exists, the existing bituminous will be milled to a uniform depth to prepare the roadway for the overlay. The existing road will be the same elevation, or slightly higher, than existing. All non ADA compliant pedestrian curb ramps will also be replaced on this segment. The total estimated project cost for Evans Street is $300,235. The limits of the project are depicted below in Figure 6. Figure 6 Evans Street City of Elk River, Minnesota 7 | Page 2017 Street and Utility Improvements th 2.6 178Avenue th 178 Avenue begins at Riverview Drive and extends southwest to the cul-de-sac. The road is a local residential street that provides access to the surrounding residential homes. The pavement is severely deteriorated and in need of replacement. The area is primarily a rural section, with shallow ditches. A full depth reclamation with drainage improvements is proposed to rehabilitate this segment. Additional reclaim material will be imported and added to the base to provide additional strength. A new bituminous surface will be constructed. The finished pavement surface will be at the same, or slightly higher, elevation than existing. Driveways will be matched and drainage will be improved by replacing driveway culverts. th The total estimated cost for 178 Avenue is $133,798. The limits of the project are depicted below in Figure 7. The road is a collector street and provides access to residential properties on the north side of the owvale Road NW. The in-slopes adjacent to the existing wetlands are currently steeper than desired. The proposed rehabilitation method is a full depth reclamation. The existing bituminous pavement will be reclaimed into the underlying aggregate base. In the area of the existing wetlands, the reclaim material will be removed such that the subgrade can be excavated. The reclaim material will be replaced and supplemented with additional reclaim material to provide additional strength prior to paving. A new bituminous surface will be constructed and the pavement markings will be re-applied. The finished elevation will be the same or slightly lower than existing. th The total estimated cost of 209 Avenue is $113,325. The limits of the proposed project are depicted below in Figure 8. The th pavement surface on the west end of 198 Avenue is deteriorated and has little separation from the surface water in the adjacent wetlands. There are isolated areas of pavement failures and also a few areas that have been patched that have also failed. th It is proposed that a segment of 198 Av of Zebulon Street NW, will be reclaimed. Additional reclaim material will be added in this segment to increase the aggregate base strength and separation from the adjacent wetland water elevation. Failed areas of bituminous on the remaining segments will be patched. An overlay will be constructed over the entire project area to add structural strength and extend the pavement life. thth The total estimated cost for 198 Avenue, Troy Street, Victoria Street and 197 Circle is $271,346. The project limits are depicted below in Figure 9. The pavement is in overall fair condition but shows several transverse and longitudinal cracks and is in need of additional strength. A bituminous overlay is proposed to provide additional structural strength and extend the life of the pavement. Edged milling will be performed along the concrete curb and gutter such that the new overlay will match the existing curb elevations. In the locations adjacent to Trunk Highway 10 where a center median exists, the existing bituminous will be milled to a uniform depth to prepare the roadway for the overlay. The existing road will be the same elevation, or slightly higher, than existing. th The total estimated project cost for 185 Avenue is $212,766. The limits of the project are depicted below in Figure 10. Figure 10 th 185 Avenue City of Elk River, Minnesota 11 | Page 2017 Street and Utility Improvements 3.0 Permits It is anticipated that the following permits will be necessary for the 2017 Street Improvement Project: Minnesota Pollution Control Agency NPDES Construction Permit Minnesota Department of Transportation Work within Right-of-Way Sherburne County Work within Right-of-Way 4.0 Estimated Costs The 2017 construction costs have been estimated for the proposed project locations. The estimated costs are estimates only and are not guaranteed prices. The costs shown are estimates based on actual bid prices from projects of similar scope and adjusted for inflation. The cost estimates include a contingency amount of 10% to account for costs that are unknown at this time. They also include indirect project costs such as engineering, legal expenses, testing, and administrative. Before bidding, the construction estimates should be updated to reflect changes in construction costs and the final design. Final contracts will be awarded on a unit price basis and the Contractor will only be paid for work completed. No costs have been included for easements. The total estimated project cost is $4,445,120. Detailed preliminary estimates of the cost of the improvements for each project area are included in the appendix. 5.0 Funding The City proposes to utilize local Pavement Management and Storm Water funds for the proposed improvements. Municipal State Aid routes will be eligible for Municipal State Aid funds. 6.0 Recommendation This project is feasible, cost effective and necessary from an engineering standpoint and can be best accomplished by letting competitive bids. We recommend that the City accept this report.
