Background/Discussion During Open Forum at the October 3, 2016, City Council meeting, resident Paul Tentis gave a presentation detailing concerns with excessive/unnecessary commercial truck traffic using 175`b Avenue between Twin Lakes Road and Fillmore Street. Since that time, our officers have directed patrols to better understand the nature of the traffic on this corridor. A summary of our activity is attached. When this topic was originally brought to staffs attention one suggested option was to add "No Truck" signs on 175"' Avenue. Attached is an email from City Engineer, Justin Femrite, detailing the process for placing and enforcing a selective exclusion sign. Jennifer Paul, staff has been in contact with Council Member Wagner on this item. Here is a summary of the information we discussed with her: To put up an enforceable sign, an ordinance would need to be passed by the City Council that restricts truck movements on that roadway. Formally these type of signs are referred to as Selective Exclusion Signs. Before passing an ordinance and installing one, we would need to consider and clarify the restriction. A "no through trucks" sign (not a standard sign but one that could be manufactured) would not restrict the trucks which are causing the most concern for Paul. These are trucks who's drivers are following their GPS to a destination which they feel is a block away from where they made their turn on to 175"' off of Twin Lakes Road. In that case, they would be considered local deliveries and difficult to sight for a violation of the ordinance and sign message which restricts through movements. If we were to consider a "No Trucks" sign (115-2 as identified in the MMUTCD manual) it would be easier to enforce but this might restrict more vehicles than desired. By formal statute definition it would restrict delivery truck like UPS, FedEX, etc. Ultimate enforcement would come down to the police department needing to provide surveillance and patrol of the area. We understand the areas served off of 175"' Avenue and Fillmore Street is residential but they are public roadways that are built to support the legal axel weight of trucks. While trucks do cause more deterioration on our roadways than regular passenger cars, we don't have special restrictions for them anywhere else on our network. In speaking with the Chief of Police staff would not recommend passing an ordinance restricting the truck movements on these segments. The main problem in this situation involves lost truck drivers. We believe continued work with Sportech and their vendors delivery companies might be the best option. Staff has already reached out to and communicated errors in the GPS companies mapping. They have since made changes in their system but are unsure how long it might take for their customers to make the updates on their end. Thank you, Justin Femrite P.E. Sent: Wednesday, November 25, 2015 11:15 AM To: Femrite, Justin Subject: Sportech Truck Issue Justin, • Thanks for your call this morning. • I did take a few moments to investigate and found the GPS address for Sportech shows up being about a block east of the physical building location. This holds true for MapQuest, Tom -Tom and Garmin GPS mapping. The only site that has it correct is Google Maps. • I sent an email to Sportech this morning making them aware of the situation and asking them to contact the said companies and correct the situation. Hopefully the request, coming from a government entity, will help them process it faster. I'm sure you're as bored with this as I am with the truck stop and semi turn -around behind our home! Please keep in mind these pictures are only from the times I'm around the house and able to get to the window to get a photo. I hope you enjoyed my attempt at putting some humor into the situation. Unfortunately, my boiling point happened this past Thursday night September 15th. I went to bed early and was awaken around 9:45p.m. by the sound of air brakes being applied behind our home. Then again at shortly after 5:00a.m. on Friday, Sept. 16th- the same sound woke me up. That same afternoon, I decided to lay down for a quick nap at 1:45p.m. only to interrupted by two semi's in the first 45 minutes of my attempted nap. We've had enough! There is no reason for this amount of truck traffic to be happening in a residential neighborhood! Any help with a solution would be greatly appreciated!
