Overview

Sign Art Company is representing Caribou Coffee in requesting a conditional
use permit to amend the Elk Park Center PUD Sign Agreement to allow a
second sign. In 1999, a 6,372 SF multi-tenant retail addition was constructed
in Elk Park Center adjacent to the newly constructed Office Max. The

addition was constructed as an end-cap with the front of the building facing
north. In the original plans for Elk Park Center the retail space was to have
faced east towards Freeport similar to the existing tenant spaces. With the
building facing north, the visibility from Freeport and the main parking area
is limited. The pun Sign Agreement presently allows only one sign centered
over the entrance doors of the tenant space or leased area for multi-tenant
buildings. Caribou is located at the northeast corner of the new retail area
and would like to install two signs, one over the entrance on the north side as
allowed by the pun Sign Agreement and an additional sign facing east.
Salina's Salon is moving into the remaining 4800 SF of retail space occupying
the northwest corner. Salina's entrance also faces north and has only one sign
over its entrance with little or no visibility to the east.
pun Sil!n Al!reement
The pun Sign Agreement allows only one sign centered over the entrance
doors of the tenant space or leased area for multi-tenant buildings. The new
6,372 SF of retail space constructed in 1999 faces to the north rather than to
the east as originally proposed. The new retail space has limited visibility
from Freeport Street or Highway 169. By allowing a second sign over the
tenant lease space, Caribou Coffee will have improved visibility.
Approval of this conditional use permit will also affect other corner tenants in
multi-tenant buildings such as Hollywood Video and Hirshfield Paint who's
lease space allows the potential for two signs. This ordinance amendment
would not improve visibility for Salina's Salon as their corner faces Jackson
Avenue.
Staff recommends amending the pun Sign Agreement to allow a second sign
for corner tenants as long as the second sign is within their leased space and
has similar restrictions in size and location.
PlanninJ! Commission
At the September 26, 2000, public hearing, there were no comments from the
public. The Commission was primarily concerned about the sign ordinance in
general considering the number of sign requests they hear. The Commission
recommended approval as recommended by staff.

Recommendation
Staff and the Planning Commission recommend that the City Council approve
conditional use permit CU 00-34, amending the Elk Park Center pun Sign
Agreement as follows:
2. Capital letters shall be no larger than 32" high; lower case letters
shall be no larger than 24" high. Signs shall be centered over the
entrance doors to the tenant space, or the leased area, but in no case
shall they extend closer than 3' - 4' from the projected lease line. For
corner tenants. a second sign of the same size. extending- no closer than
3' - 4' from the leased line or the corner. is allowed on the second
building- frontag-e wall.

Major Tenant Signage
1. For the Target Store, this includes a 7'_0" diameter "bulls
eye" and 6'_0" high individual, internally illuminated letters. A
"Pharmacy" sign with 2'-0" (approximately) internally illuminated
letters shall be placed adjacent to the entrance.
2. Signage for the other anchor tenant, Cub Foods, shall be
compatible with both Cub's requirements and City approval. All
signage shall be internally illuminated, individual letters; proposed
signage includes the fOllOWing:

1. All other signage that may occur within Elk Park Center PUD

intent of Elk Park Center PUD may be denied by the City.

Tenant Identification (Along Jackson)
1. A monument style sign may be located at the intersection of
Jackson Road and southernmost entrance to the project.
2. This sign shaH have a maximum height of six (6) feet and a
width of four (4) feet.
3. The purpose for this sign is to identify the anchor tenant
(Target) located at the southerly end of the project.

4. Said sign shall be constructed in accordance with the
illustration on Attachment 8.

Monument Sign For Freestanding Sites
1. Each of the freestanding buildings within EPe' wilI be

allowed to have a freestanding sign. The freestanding' sign must
be of a monument style with a maximum height of ten (10) feet and
a maximum area of one hundred (100) square reet.
2. Attachment C illustrates a typical monument' sign for
freestanding buildings.
f. Wall Signs (Freestanding Sites)
1. Wall signage for each freestanding building must consist of
individual letters and shall not have more than one (1) wall sign for
each principal building except that where the building abuts two (2)
or more public streets.
2. The gross surface area of a wall sign for freestanding
buildings shall not exceed ten (10) percent of the area of the
building wall, including doors and windows, to which the sign is to
be affixed.

1. Fascia signs for individual retail tenants shall be for store
identity only.
