Background/Discussion
Proposed changes for fees in 2017 include:
Assessment Search Certification and Labor Rate (pg 1)
Fees increased to more accurately reflect current labor costs.
Licensing Fee (pg 1)
Clarifying dates for processing late or expedited application requests and the fees associated with them
with the new in-house approval process.
Sanitary Sewer User Fee and Sewer Availability Charge (pg 6)
Council reviewed these fees during budget discussions and approved them on December 5 when 2017
budget was approved.
Surface Water Management Impact Fee (pg 7)
Increases 3 percent annually per a 1994 Council resolution and Council already approved these fees when
the 2017 budget was adopted on December 5.
Tax Abatement (pg 7)
The Economic Development Authority approved the increase in the tax abatement fee to cover legal and
financial review expenses.
Elk River Municipal Utility Fees (Exhibit B)
ERMU adopted their fees in October. The city attorney recommends their fees be listed as part of the
city's master fee schedule.
Financial Impact
1. Each year the city reviews its fees to make sure they are fair,reasonable, and proportionate to the
actual cost of the service for which the fee is imposed.
2. Adoption of the resolution for summary publication of the fee schedule ordinance will save on
publication costs.

An Ordinance Amending the 2017 Master Fee Schedule of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
1. Policy and Purpose: By the enactment of this Ordinance, the City Council intends to
establish fees and charges required by the City Code for the year 2017 and to comply with
Minnesota Statutes, 462.353, sub. 4.
2. Fees and Charges: The fees and charges for the city for the year 2017 are as set forth on
attached Exhibit A and B.
3. Application: Where a direct conflict exists between the amount of a fee or charge set by any
provision of the City Code and a fee or charge set by this Ordinance, the fee or charge set by
this Ordinance applies.
This ordinance shall take effect January 1, 2017.
Passed and adopted by the City Council of the City of Elk River this 19th day of December, 2016.

A Resolution of the City of Elk River Approving Notice of Summary
Publication of Ordinance #I6- an Ordinance Adopting the 2017 Master
Fee Schedule
WHEREAS, on December 191h, 2016, the Elk River City Council adopted Ordinance 16-
approving the 2017 Master Fee Schedule; and
WHEREAS, the enactment of this ordinance establishes fees and charges required by the
City Code and to comply with Minnesota Statutes 462.353, sub.4; and
WHEREAS, the 2017 Master Fee Schedule lists fees and charges for Administrative,
Financial, Environmental, Planning,Development,Building, Parks and Recreation, Fire,
Police, and Elk River Municipal Utility services along with code enforcement violations; and
WHEREAS, a copy of the full text of the ordinance is available for inspection by any
person at the office of the Elk River City Clerk, 13065 Orono Parkway, during regular
business hours — 8:00 a.m. to 4:30 p.m.,Monday through Friday; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows: by at least four-fifths vote, authorizes the publication of the
title and summary of Ordinance 16-_ and that Ordinance 16-_ shall become effective
January 1, 2017.
