4.3. SR 11-13-2000 Memorandum Item 4.3. ~\.I To: Mayor and City Council From: Thomas D. Zerwas, C1Uef'of'Police ~ Date: November 2, 2000 t/ \ . ElI< Police Department SubjectREGULATING PARKING ON .JACKSON AVENUE SOUTH OF SCHOOL STREET As I discussed with the city council a couple 'Weeks ago, 'We are receiving complaints from the citizens 'Who live on J ackson Avenue south of'School Street. The complaint is that high school students are parking on both sides of Jackson Avenue during school hours causing a traffic hazard and also taking up all available parking in front of'the residents' houses. We have had this problem in several other areas near the high school. What 'We have done in other neighborhoods is regulate parking by having a three (3) hour parking limit during school hours. I 'Would suggest we do the same thing on Jackson Avenue, This time limit 'Would be from School Street to Fifth Street on the east side. If' the city council would want parking regulated on both sides of Jackson Avenue, 'We 'Wouldn"t have a problem with that. Ho'Wever" at . a minimum 'We must regulate the east side for traffic safety reasons. If' you have any questions" give me a call. TDZlkma . 13065 Orono Parkway. P.O. Box 723. Elk River, MN 55330.
