Memorandum TO: MAYOR AND CITY COUNCIL FROM: STEPHEN ROHLF, BUILDING AND ZONING ADMINISTRATOR '51< DATE: NOVEMBER 13, 2000 SUBJECT: RECOMMENDED DISPOSAL LOCATION FOR 2001 RESIDENTIAL REFUSE SERVICE Disposal Site for City Refuse To maintain their contractual volumes at the RDF Plant, Sherburne County needs to buy down the tipping fee, making it competitive with other facilities (e.g. the Elk River Landfill). Sherburne County will be assessing each household $10 per year to cover the cost of buying down the tipping. There will be an assessment on commercial and industrial properties also. Residents can recoup the cost ofthis assessment by applying for a $10 recycling rebate through Sherburne County. . The tipping fee at NRG's Waste to Energy Plant will be reduced by $6/ton in 2001, from the $511ton charged in 2000 to $45/ton. Because ofthis reduction in the tipping fee and to ensure our refuse is being properly disposed of, staff recommends that the City of Elk River renews its contract with Sherburne County for disposal of our refuse at the RDF plant for the year 2001. City of Elk River Refuse & Recycling Service Fees In 1999, the City of Elk River received a refund for a tax that the state was improperly applying to our refuse service. In addition, Sherburne County gave the city a grant in 2000 to supplement recycling. These two issues combined to create a surplus in the city's garbage fund. The city's garbage fund is a breakeven proposition, therefore, refuse service fees were significantly decreased in 2000 to reduce this surplus, even though the services provided were increased. Refer to the Finance Directors budget memo on the garbage fund for more details. Staff recommends that the city maintain the 2000 rates for refuse service in 2001 to continue the depletion of the surplus mentioned above. The city should be able to maintain these reduced rates for the next couple of years before the surplus is eliminated and the cost for refuse service has to be increase.
