Wetch I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission wascalled to order at 6 0 .m. by Chair Anderson. 2. Consider 11/9/16 Agenda Added discussn item 7.,3 titled Treasure Hunting on City Property. Moved by Co mnissio r Niziolek and seconded by Commissioner Kallemeyn to move: A ovember 9,2016, Parks and Recreation Commission meeting agenda amended. Motion carried 7-0. 3. Consider 10/12/16 Regular PRC Minutes Moved by Commissioner Sagan and seconded by Commissioner Nystrom to approve the October 12,2016 Parks and Recreation Commission Minutes as presented. Motion carried 7-0. 4. Open Forum None 5. Park/Program Highlight Mr. Benoit highlighted the 17th Annual Family Spooktacular that was held on October 15, 2016. 6. Action Items Parks&Recreation Commission Minutes Page 2 November 9,2016 6.1 Eagle Scout Project—Westwood Subdivision Mr.Tyler Hamilton from Eagle Scout Troop 582 would like to clean up the city park property adjacent to the Park Avenue Right-of-Way in the Westwood subdivision. There is a pontoon boat,fishing boat, several snowmobiles, an ATV,a few sheds and miscellaneous construction material that will be removed, starting this winter. Mr. Hamilton would like to create a single track path from Meadowvale Road, along the Park Avenue ROW to the property and create a gathering place near the lake. Mr. Hecker and other city staff went to the site to view the ROW access to the land and confirmed there is the ability to create a single track path. The Western Avenue ROW has an easement granted to the adjacent homeowner so all travel will have to be on the Park Ave ROW. Mr. Hecker stated this project will be on for City Council approval,if approved by the Park and Recreation Commission, on November 21,2016. Neighbors will be notified of this project and given time to remove anything they might have onsite after City Council approval of the project. Mr. Hecker verified there is nothing identified in the Parks and Recreation Master Plan for this parcel of land. Moved by Commissioner Sagan and seconded by Commissioner Ahlness to approve this Eagle Scout project as presented. Motion carried 7-0. 6.2 Arena Commission Member Nomination Mr. Hecker presented his staff report. Mr.Ahlness and Mr. Sagan will be co-liaisons on the Ice Arena Commission so if one can't attend, the other person can. Moved by Commissioner Niziolek and seconded by Commissioner Nystrom to recommend to City Council to appoint Commissioners Ahlness and Sagan as Parks and Recreation Commission co-Liaisons for the Ice Arena Commission. Motion carried 7-0. 7. Discussion Items P I / E 1 E 1 11 NATURE Parks&Recreation Commission Minutes Page 3 November 9,2016 7.1 Kliever Lake Fields Parking Mr. Hecker presented his staff report. A letter was sent out to the neighbors around the park,but no one from the Kliever Lake Fields Park neighborhood was present. Ms. Wagner is going to talk to Chief Nierenhausen to see if a possible solution would be to put up "No Parking" signs on one side of the street. Mr. Sevcik suggested it would cost about$100,000 to build a 20 stall parking lot within the park. Chair Anderson talked to city staff and was told having parking on both sides of the street is designed to `calm'traffic and there is still plenty of room for emergency vehicles. Mr. Hecker stated that trail connections to this park will be added next year from the Park Improvement Fund. Because the one neighbors issues brought up at the City Council meeting were addressed, and no other residents attended the meeting to discuss any issues, the Park and Recreation commission agreed that parking will continue on as is at this location. 7.2 Park Ranger Volunteer Position Mr. Hecker presented his staff report. Mr. Sevcik presented the Park Ranger job structure developed for Anoka County. Chair Anderson suggested staff draft up a description of Park Ranger responsibilities for Woodland Trails Regional Park and present it to the Commission for approval. It may be possible to recruit for this position from existing volunteers once a position is defined. 7.3 Treasure Hunting on City Property Chair Anderson reported his awareness of people finding artifacts on the Houlton property and asked if there are any regulations since it is protected land. Parks and Recreation Director Update Mr. Hecker presented his staff report. Because the River's Edge Downtown Association has their tree lighting on November 26th,Ms. Wagner wanted to confirm the electrical work at the River's Edge Park will not interfere with the tree lighting. Mr. Sevcik confirmed the electrical is operational and will not cause any issues. 9. Division Manager's Update Mr. Benoit presented his staff report. Ms.Wagner said the Downtown Trick-or-Treating had good weather and was very successful and very well attended. The downtown was packed all day and it was good for the local businesses. 10. Announcements Mr. Sagan asked how the cleanup at Bailey Point went. Mr.Anderson reported that there were about 15 people and it went very well. Parks staff were on site to apply the herbicide which made the process go quicker. The entire Elk River frontage is complete. II.
