Background
Staff has been working with representatives from the Lions organization on a building
expansion for the Lions Park Shelter located in the northwest corner of the park.

Analysis
Project Description
Since successful completion of the Boys and Girls Club, the Lions Club has been
looking for another project that can serve a portion of the gathering space needs of the
community. Specifically, they would like to provide space for their club to meet and for
the community to use for smaller events.
The existing shelter at Lions Park is partially enclosed with an area that is used for
serving (a "kitchen"), and bathrooms. The proposed 40' x 108' addition will utilize this
existing area to provide a limited catering kitchen facility. The addition will include an
office for the Lions, and office space/bathrooms for Community Recreation. There are
also two storage areas planned for tables, chairs, and supplies used by the recreation
staff. A large multi-purpose room that would accommodate up to 180 people is also
planned.

Activities that may occur here include senior dancing classes, pre-school recreation
classes, family fun nites, Lions Club meetings and pancake breakfasts, and other
organizational meetings. It could also be rented for small receptions.

The building is proposed to be constructed of concrete block (similar to the existing
building) and asphalt shingles.
Financial Considerations
According to the attached letter from John Weicht, the Lions Club will be funding
$100,000 of the building with cash reserves and obtaining a bank loan for the balance.
The letter requests that the city guarantee the bank loan. The city is legally not allowed
to guarantee this loan. However, staff believes that some other type of arrangement
can be made to satisfy the lender so the Lions Club can proceed with construction.
Next Steps
Prior to construction, a Conditional Use Permit must be obtained. Staff anticipates that
this request will be considered by the Planning Commission in December with final
approval by the Council in January 2001.
Recommendation
Staff recommends that the City work with the Lions Club on this project including
developing a proposal to address the Lions Club financing issues; such proposal will be
presented to the Council for consideration once all parties concur with the agreement.

Re: Addition to Lions' Park Shelter
The Elk River Lions Club proposes to build an addtion to the existing shelter in Lions' Park. As per
meeting with city staff a 40' x 108' x 14' building size has been chosen. The Lions Club will committ
$240,000.00 toward this project.
The plans call for a building that would have a large meeting room to accommodate approximately
200 people. There would be an area to house the Communtiy Recreation department. Another area
_ould be a permanent location for the Lions to hold their meetings and display memoribellia, hold
~ancake breakfasts and other occasional functions.
Our hope is that the building would be used by many civic organizations such as community
recreation for some of their programming, senior citizens groups, Boy Scouts and Girl Scouts and this
type of group, Lions, Rotary, etc. It will be a place for pancake breakfasts and other like activities. It
could be rented for small wedding receptions or family reunions, at the City's discresion.
We would like the city to own and operate the building.
Financing plans include $100,000.00 cash by Elk River Lions and a three year bank loan of
$140,000.00 guarnteed by the city land, being paid back by Lions Club pull tab profits. We will need
the City to also guarntee the loan if for any reason the pull tab operation ceases to exist for the Lions
Club,
Some additional costs are permit, SAC, WAC, city engineering and city staff time. Because of the
cost and size of this project, we request these costs be either paid by the city or waved.
